Motel "Vodice" in Pljevlja is going to be leased

The Municipal Company "Čistoća" Pljevlja plans to lease the Motel "Vodice", one of the most recognizable catering facilities in the city.

The implementation of this intention requires prior consent from the Pljevlja Municipal Assembly, which will be decided by the councilors in the continuation of the session that formally began on December 29th of last year.

As stated in the Proposal for a Decision, DOO “Čistoća” addressed the Municipality of Pljevlja with an initiative on September 12, 2025, requesting consent to lease the motel “Vodice”. The initiative was accompanied by a decision of the Board of Directors of the company, which determined that there was economic and business justification for leasing the facility.

At the end of September, "Čistoća" submitted a draft decision on leasing, as well as a report on the valuation of the real estate, prepared by an authorized appraiser. Dragan ŠubarićThe estimate determined the initial minimum lease price to be 3.000 euros per month, excluding VAT.

The Secretariat for Municipal and Housing Affairs, Traffic and Water of the Municipality of Pljevlja, which supervises the work of DOO “Čistoća”, gave a positive opinion and assessed that it is justified to lease the “Vodice” motel, located in the city park of the same name.

The “Vodice” restaurant, after a long break, began operating in August 2023, and was closed again at the end of 2024. The start of operations aroused great interest and special attention from citizens, but the company's management, after analyzing the restaurant's operations in the first year, came to the conclusion that in the summer months, with good business organization, it can do business positively, which was not the case during the winter period.

In addition to this statement, they stated that in June, July and August the restaurant had a turnover ranging from 40.000 to 50.000 euros per month, and that this was an amount sufficient to pay employees' salaries, obligations to suppliers, overhead costs and other obligations necessary for the smooth functioning of the restaurant.

In their Work Program for last year, "Čistoća" announced larger investments in the motel in order to ensure uninterrupted business operations during the winter period, but that investment did not materialize.

"By analyzing the motel's operations in the winter period and in the months of early spring and late autumn, we came to the conclusion that it is necessary to make larger financial investments in the motel facility itself in order to ensure a level of income sufficient for operations at positive zero during the aforementioned period. Based on this information, an agreement was made with the supplier to renovate the summer garden in 2025 by roofing and glazing, which will create the conditions for this part of the facility to operate in the winter period and provide the income necessary to cover all its expenses," the Work Program states.

The restaurant has three halls, with a capacity of about 120 seats, a summer garden (with a capacity of about 100 seats), two double rooms and an apartment that has been completely renovated, and 10 parking spaces.

Motel “Vodice” was owned by ŠIK “Velimir Jakić”, and then by Rudnik uglja until 2009, when that company, due to accumulated financial liabilities, compensated part of its assets with the Government, ceding it, among other things, the motel. After failing to sell Motel “Vodice” through public bidding on several occasions, the Government ceded it to the Municipality of Pljevlja without compensation.

Motel “Vodice” is registered in the real estate register as a commercial building in the economy, with an area of ​​640 square meters. It is owned by the state of Montenegro, while the right of disposal is held by the Municipality of Pljevlja, and the right of management is held by “Čistoća”.
