The Municipality of Budva will not give up on the construction of the Boxing Academy, and the planned multi-purpose sports hall will meet, among other things, the needs of holding physical education classes for students of the "Danilo Kiš" Secondary Mixed School.

Now, as explained to "Vijesti" in the local administration, it is the turn of the Secretariat for Urban Planning, which should begin the procedure for preparing project documentation.

The Boxing Federation of Montenegro and the Budva Boxing Club will finance the development of project documentation for the construction of a new sports complex, two separate units - a multi-purpose sports hall and specialized boxing halls, the so-called Boxing Academy.

This was told to "Vijesti" by the president of the Boxing Federation of Montenegro. Alexander Klemenko.

He said that the Boxing Association will also bear the costs of equipping the future specialized boxing hall.

On December 31, the Municipal Assembly adopted a decision to determine the location with elements of urban planning and technical conditions for the development of project documentation for the construction of a local facility of general interest - a sports facility, a multi-purpose sports hall with a specialized hall for the Boxing Academy in Budva.

The objection of the School Board of the “Danilo Kiš” Secondary School was made at the public hearing that the sports facility must have a hall for holding physical education classes, considering that the school does not have a gym, so children are forced to attend classes at the nearby Mediterranean Sports Center.

The Secretariat for Urban Planning responded to the Parents' Council's objection with a program assignment, indicating that the planned multi-purpose sports hall will meet, among other things, the needs of holding physical education classes for students.

"The intention of the Municipality of Budva is that, once this modern sports facility is built, within the multi-purpose sports hall, physical education classes will be held, as well as the organization of certain extracurricular activities of all educational institutions in the Municipality of Budva (PPU "Ljubica Jovanović Maše", PI Elementary School "Stefan Mitrov Ljubiša", PI Elementary School "Second Primary School", PI Elementary School "Mirko Srzentić", PI School for Primary Music Education in Budva and PI Elementary School "Danilo Kiš"), and on the basis of the Agreement to be concluded by the Municipality of Budva and the Ministry of Education, Science and Innovation. We believe that the representatives of the PI Elementary School "Danilo Kiš" or the Parents' Council, during the public debate on the Draft Decision in question, had direct access to the documentation and had a conversation with the officials of the Secretariat for Urban Planning and Sustainable Development regarding all procedures that need to be implemented in order to build this local facility of general interest, so that no unfounded claims would be made," the response of the relevant secretariat to which "Vijesti" had access insight.

As stated in the decision adopted by the local parliament, the sports complex has two basic functional units: a multi-purpose sports hall with the possibility of using it for basketball, handball, indoor soccer and volleyball, intended for training, recreational activities and smaller competitions with the presence of an audience.

The second unit is a specialized boxing hall with supporting facilities for the training process and competitions.

"The facility should be designed as a modern sports infrastructure, accessible to different categories of users, including athletes, coaches, referees, club staff and visitors. Based on the assembly decision, it is necessary to prepare a subdivision study for the location of this local facility of general interest. The planned number of floors of the facility is a ground floor and one floor, or two above-ground floors, and the facility may have a basement or cellar floor for technical rooms. The maximum occupancy of the facility at the planned location is 2.546 square meters," the document of the Budva Municipality states.

Before preparing the design documentation for the planned facility, it is necessary to prepare a revised Geological Soil Investigation Project for the location in question and a Revised Study on the Results of the Soil Investigations, which determine in detail the engineering-geological, hydrogeological and geomechanical characteristics of the foundation soil, geotechnical and seismic characteristics of the terrain, and by processing the obtained data, conclusions are drawn about the conditions and method of foundation of the facility in the area.

"After the development of the project documentation, the Secretariat for Urbanism and Sustainable Development will conduct the procedure for issuing a building permit for the construction of the planned local facility of general interest. The main goal of the construction of a multi-purpose city sports hall for team sports (basketball, volleyball, handball, five-a-side football) and individual sports with the possibility of using it for the purposes of holding physical education classes at school and a specialized hall for the Boxing Academy in Budva is to create a modern, multifunctional sports facility that will unite the tradition and future development of boxing, one of the most important sports in this city. The Boxing Academy should provide adequate space for training, competitions, education and development of sports talents in Olympic sports for children and youth, according to the announcements of the local administration without compensation, which allows practicing Olympic sports regardless of financial status.

The aim of the project is also to systematically address the lack of sports infrastructure in Budva, especially the physical education hall for the needs of secondary schools and other educational institutions, as well as the general lack of indoor sports facilities in the city. The Boxing Academy thus becomes not only the home of boxing, but also part of the wider sports and educational infrastructure of Budva. The main goals are to create conditions for year-round training of athletes, organize an efficient training process, ensure the safety and comfort of athletes, and create a center for mass sports and public health,” the Municipality of Budva explains.

The specific goal of the project, as emphasized, is for the Boxing Academy to become the core of sports development in Budva - a place where the tradition of boxing, as one of the most successful sports in this city and country, will continue to be nurtured through new generations of young athletes.
