The official vehicle of the Podgorica company "Parking Servis", allegedly owned by the executive director Nikola Lazović, was in operation outside working hours and on weekends, and the plates were also removed from it (PG CGG65).
"Vijesti" was provided with photographs that editorial sources claim represent abuse of the company's resources, which is also being warned about by the company's new Trade Union, "Naš glas".
In their response to the editorial staff on January 21, Podgorica's Parking Service justified this by, among other things, threats to Lazović. However, they never responded to an additional question sent the same day - whether these threats had been reported to the Police Directorate.
"Parking servis" did report the threats, as "Vijesti" was informed by the Police Directorate, but two days after the editorial team requested additional clarification on the claims that Lazović's safety was allegedly threatened, namely on January 23rd.
Authorized persons...
The photos provided to “Vijesti” show a vehicle belonging to the Parking Servis Podgorica, with the license plate CGG65, taken at various times, including evening hours and weekends, as well as without license plates. Some of the footage also shows the use of a ramp, or blocker, to reserve a parking space in the area managed by the company. According to the source, this is a parking lot near the city stadium where the vehicle is constantly parked, and Lazović also uses a blocker so that the parking space is available whenever needed.
Parking Service confirmed to "Vijesti" that this is their official vehicle, used by authorized persons in the performance of tasks within the company's jurisdiction.
"The vehicle with license plate PG CGG65 is owned by 'Parking Servis Podgorica' doo and is used as an official vehicle in accordance with the needs of the work organization," the response states.
They did not respond to an additional inquiry about who exactly is borrowing the car.
However, the new union told "Vijesti" that they unequivocally and with full responsibility claim that Lazović uses the official vehicle.
"The official vehicle is used during working hours, until 15 p.m., by the director and driver of Parking Servis Podgorica. However, after 15 p.m., access to the same vehicle is exclusively granted to the executive director, without any other authorized person. This practice clearly indicates the selective and non-transparent use of official resources, about which the public and employees have every right to be informed," they said.
They work outside of working hours
In their responses to "Vijesti" on January 21, the Parking Service said that the use of official vehicles is not exclusively related to standard working hours.
"...It can already take place in accordance with the needs of performing tasks within the Company's jurisdiction, which in certain situations involve engagement outside regular working hours, including weekends, bearing in mind that certain organizational parts of the Company operate in a continuous work mode, i.e. 24 hours a day," they said.
Regarding the photos showing that the vehicle does not have a license plate, the Parking Service said that in the previous period, the vehicle had been damaged by other road users on two occasions, and, as they stated, the rear of the vehicle "was affected by damage."
They also claim that Executive Director Lazović has previously been exposed to threats, both anonymous and publicly stated.
"In this context, physical damage to the license plates and their brackets on the official vehicle in question was recorded on several occasions, as a result of which the plates were removed several times, and then additional brackets were installed to secure them more securely," they specified.
They told "Vijesti" that "there are indications that the person who submitted the photo and video material may have been involved in the actions of removing license plates, with the aim of intimidating the executive director and damaging the company's reputation, and that the aforementioned circumstances will be the subject of further consideration and verification."
