The Zeta municipality announced that the construction site of the wastewater treatment plant in Botun was "opened under pressure," and that they suspect multiple criminal acts.
Earlier today, the Ministry of Spatial Planning, Urbanism and State Property (MDUP) announced that the prerequisites have been met for the construction site in Botun to be put into operation.
"It is shocking how audacious it is that, despite the knowledge and the factual situation established through the previous minutes, the competent Ministry of Urban Planning and inspectors employed in inspections under the auspices of that ministry, knowingly allow themselves to be puppets in the hands of superiors from the ministry, Saša Mujović, Aleksandar Nišavić, and to turn a blind eye and commit multiple criminal acts, thus wanting to fulfill the wishes of Johan Satler and the Turkish Kuzu group, which has been mocking Montenegrin laws for a long period of time," the statement from the Municipality of Zeta states.
MDUP is led by Slaven Radunović, an official of the New Serbian Democracy (NSD), while the head of the Zeta Municipality is Mihailo Asanović, an official of the Democratic People's Party (DNP).
"We note that the Ministry of Spatial Planning, Urbanism and State Property, which includes the urban planning inspection, has not yet responded to or acted on the submitted initiatives and complaints due to the silence of the administration, which requested a legal review of the main project for the collector in Botun. According to the Law on Spatial Planning of Montenegro, the urban planning inspector is particularly obliged to determine, when carrying out inspection supervision, whether the main project on the basis of which the building permit was issued was developed or revised in accordance with the urban and technical conditions, including the basic urban planning parameters defined by the planning document," the Municipality of Zeta announced.
They add that despite this obligation, there is no information whether the control has been carried out "because the failure of the urban planning inspection to act means the absence of control over the legality of the main project of this facility, or the guarantee that the project is being implemented in accordance with the law and the valid planning document."
"We remind you that the permit for the WWTP in Botun was issued with a gross violation of the law and procedural omissions that make it null and void due to the violation of the Water Law (Article 114). The construction permit was issued without a Water Permit, which means that the reference values for wastewater (parameters for the emission of harmful substances) were not prescribed. Without these standards, the operation of the sludge incinerator in the Morača River basin is environmentally uncontrolled and high-risk. Although unsealed, even today the Montenegrin public is not informed whether the construction site has a water permit, and if not, why did the SDT not react ex officio and arrest the leaders of the Capital City, the director of the Water Supply and Sewerage Authority and the Turkish Kuzu Group," they ask from the Municipality of Zera
They also repeated, as they stated, other disputable facts that the competent authorities and inspections did not respond to - territorial jurisdiction, fictitious contracts, material error, manipulation of dates in the UTU conditions.
"All this leads us to the existence of a well-founded suspicion that an organized criminal group has been formed that is intentionally violating several legal norms, all with the aim of gaining material gain for a Turkish company that is one of the signatories of the disputed contract, the full content of which has not yet seen the light of day. We will wait for a reaction from the competent ministry, and if it fails to respond as soon as possible, as a local government that respects the law, we will file criminal charges against all the above-mentioned persons, as well as all persons from the competent ministry who took part in this action," the statement from the Municipality of Zeta reads.
