The Sports and Recreation Center (SRC) Bar plans to generate almost 907 thousand euros in revenue and spend the same amount in 2026, and the Municipality of Bar will have to allocate more than a million euros from the capital budget for infrastructure projects that will enable the modern development and functioning of the company.
This stems from the Annual Work Program of the SRC Bar for 2026, which the councilors did not vote on at the last session of the Municipal Assembly, so it was postponed until the irregularities are eliminated, because the SRC included projects in it that it will not finance.
In the program, signed by the director of the SRC Bozidar Janković from the Democratic Party of Socialists, writes that the local government will pay 610 thousand euros to the company this year, and that they will earn almost 297 thousand themselves.
Revenues from the rental of sports facilities for 2026 are planned to increase by 18 percent compared to 2025, and based on current indicators and planned activities, they relate to the revenues that the company plans to generate from the preparations of sports associations and clubs - 65 thousand euros.
In addition, part of these funds will be generated from sponsorship contracts concluded with clubs registered in the territory of the municipality of Bar, which have concluded contracts with the SRC for the use of facilities with subsidies, as well as from the recreational use of the athletics track, gym and indoor space of the hall.
Rental income for this year is planned to increase by four percent compared to last year, and is based on signed lease agreements following public calls, and is estimated to amount to 148.487 euros.
The profit burdening leased business premises refers to the re-invoiced amounts of electricity and water consumption in leased business premises and facilities, based on the balance shown on the control meters, and is planned to increase by 11 percent compared to 2025 - 39.000 euros.
Revenues from the lease of business and advertising space for 2026 are planned to amount to 44.500 euros, and they relate to the lease of business and advertising space at the "Topolica" sports hall.
"After several advertisements for branding the sports hall, there was no concrete interest. Therefore, the price was reduced, and individual leasing was initiated. Revenue was reduced from the planned 80.000 euros in 2025 to the planned 44.500 euros in 2026, and we believe that this amount is realistic and achievable for 2026. The aforementioned activities for individual leasing of business and advertising space have begun," states the document, which "Vijesti" has access to.
Regular budget funding from the Bar Municipality for 2026 for SRC is an 11 percent increase compared to the previous year, so the local government will pay them 610 thousand euros, 60.000 more than in 2025.
"Reconstructed and new facilities require greater investment and manpower for their maintenance, as well as the maintenance of equipment that has been quite worn out since the opening of the sports hall and is prone to breakdowns and necessary urgent repairs, and the regulations for holding sports competitions are more demanding in this regard every year," the annual program states.
For workers more than half a million
Personal income at SRC is projected at 586.500 euros, so gross earnings will be 535.000 euros, while gross compensation for members of the Board of Directors of that company in 2026 will amount to 25.700,00.
Gross compensation for temporary and occasional work contracts - 5.000 euros, one-time compensation to employees in accordance with the social program - 13.500 euros, for jubilee awards 300, for assistance to employees and families - 5.000 and 2.000 for professional development of employees.
In SRC Bar, the Regulations on Internal Organization and Systematization of the Company provide for a total of 30 jobs. On the day of finalizing the Annual Program, the total number of permanent employees is 39 workers.
"Expenses for personal income, or gross wages of employees, for 2026 are planned to increase by eight percent compared to the previous year. Personal income and the method of calculating them in the Company are at the level of 2017, and based on the General Collective Agreement, the coefficients and the calculation value of the coefficients have not been changed since then, except during 2024 within the limits allowed by the Collective Agreement with the employer and available funds. This primarily applies to workers who work on the maintenance of sports facilities and hygiene, taking into account the fact of difficult working conditions and that this is the most vulnerable category of employees," the document states.
It is also added that this company still operates on the basis of the General Collective Agreement, while other companies founded by the Municipality of Bar operate on the basis of the Sectoral Collective Agreement, which are significantly more favorable for employment.
Due to the above, the average salary in this company is below the average salary in the country, according to the SRC. According to the information available to them, the signing of the Sector Collective Agreement is in the negotiation phase (final phase) and it is possible that it will be completed during the year, which may have a positive impact on the standard of employees, but also a negative impact on the company's budget in terms of planned income and expenses.
Expenditures for materials and services will amount to 275.987 euros, and investments in equipment and infrastructure of sports facilities will cost 44.500 euros.
Investments million over budget
Necessary investments that were not foreseen in the SRC plan for 2026 were submitted for the capital budget of the Municipality of Bar for 2025, and the company claims that they are "justified and necessary because these are facilities, systems and areas that, due to age and wear and tear, require investments with the aim of creating and increasing value and services and preserving and extending their lifespan."
When the values of these investments are added up, the figures show that the SRC needs more than a million euros from the budget of the Municipality of Bar, in addition to the 600 thousand euros allocated to them by the local government.
Among these investments is air conditioning for the sports hall's fighting area, which costs around 5.000 euros, fan cooler service for 4.000, thermal engineering for 10.000, heat pumps for 4.000, a resin cleaning machine for 5.000, repair of old baskets and equipment for 9.500, table tennis tables for 2.500...
The necessary additional investments on the main field, which are not foreseen in the plan, have been marked as significant and at this stage of the analysis their amount exceeds 75.000,00 euros, of which the most significant and necessary investments are in the preparation of the advertising fence, the purchase of a turf cutting machine, benches for reserve players and delegates, work on the VIP box...
The necessary investments on the auxiliary field, which are not foreseen in the plan, amount to over 150.000 euros, and on the Small Field 25.000.
Topolica Sports Hall and the area around it - the required priority investments amount to around 159.600 euros, of which 44.500 euros are foreseen in the plan for 2026, and around 115.100 euros are not.
Sports facilities/Fields in Madžarica - the required priority investments amount to more than 250.000 euros, and the SRC says that they are necessary for the adequate use of sports fields. The total priority investments for the items of the “Topolica” hall and sports fields amount to more than 400.000 euros.
An additional 42.000 euros are needed to maintain the children's playgrounds, 7.000 euros are needed to purchase the necessary aggregate, and 770.000 euros are planned under "other investments".
Just some of these projects and investments are the switch to LED lighting in the hall for 300.000 euros, the generator for the sports hall "Topolica" for 250.000 euros, outdoor lighting at the sports hall for 70.000 euros, video surveillance of sports fields and facilities for 10.000 euros, the construction of a beach volleyball court for 50.000 euros...
Nenezić: Remove projects from the plan, they will not be implemented
The president of the local assembly, Branislav Nenezić (SD), and former director of the SRC, suggested to the proposer of this document that all of the aforementioned projects should be removed from the work plan, because they will not be implemented by them, but by the Municipality of Bar, which has allocated more than three million euros for it.
"There was a lack of 20 million for the construction of the swimming pool, because you could have implemented it just as well as everything you have listed here. You are listing things that are not your responsibility, do you understand that? This is not even a wish list," he told Andro Drecun, who was replacing executive director Janković in front of the councilors, because he is currently residing in the United States.
It should be known, said Nenezić, "who is mowing and who is investing and building," and therefore he proposed that the Bar Municipal Assembly adopt a conclusion that would oblige SRC to remove these investments from the plan.
Drecun believed that there was nothing controversial in the document, and that it should be adopted as such, which is why Nenezić, according to the rules of procedure, postponed the vote on the document until it was corrected.
