The current issues at the Podgorica Parking Service are becoming increasingly acute and widespread, primarily institutional, but also public, the Union of Administration and Judiciary of Montenegro announced today.
"Ever since workers and unions began fighting for their constitutionally guaranteed rights, the pressure and repression from management and the director himself has been increasing. Fully aware that the circle around them is tightening, they have begun to rush in more and more," the statement from the Union of Administration and Judiciary, signed by president Nenad Rakočević, states.
The statement from the Union of Administration and Judiciary adds that they have so far sent 16 requests for free access to information to the director of Parking Service, Nikola Lazović, emphasizing that they do not expect him to provide them with the requested documentation in response to any of the requests.
"If the Law is not complied with, it will be blatant proof that the company's management, through their daily public appearances, wants to achieve a narrative of familiar matrices, that many times spoken lies become truths," the statement reads.
The Union of Administration and Judiciary said that they asked Lazović, among other things, to provide them with the following information:
- Complete documentation with the required conditions of the public tender for the procurement of three new official motor vehicles, as well as the positions or services that require these vehicles due to their needs.
- Copy of all travel orders for the official motor vehicle VW Passat 8, registration number PG CGG65, used by Director Nikola Lazović for the period from 24.03.2025 to 02.02.2026.
- Copies of analytical cards for business travel expenses for the official motor vehicle VW Passat 8, registration number PG CGG65, used by Director Nikola Lazović for the period from 24.03.2025 to 02.02.2026.
- Copies of statements and copies of invoices paid from the Business card used by Director Nikola Lazović for the period from 01.04.2025 to 02.02.2026.
"In accordance with the established legal regulations and our legal rights, if the director does not submit the requested documentation within fifteen days, we will continue with complaints and lawsuits to second- and third-instance authorities, and we will also immediately file criminal charges on suspicion of abuse of office and suspicion of many other criminally responsible, illegal actions. In the Regulation on the Confidentiality of Company Data, which was illegally adopted at the proposal of the director, the first provision is installed, we quote, 'The business secret of a company is represented by documents that the executive director declares to be a business secret'", the statement of the Union of Administration and Judiciary reads.
The union said that according to available information, the Parking Service announced a tender and then concluded a contract for the purchase of three motor vehicles for the needs of the service, namely a Škoda Superb L&K 4x4 142KW/193KS DSG (with tinted windows), then two Škoda Oktavia Selection 2.0 TDI 110KW/150KS DSG vehicles, with a total value of 117.545,25 euros.
"According to the characteristics of the aforementioned vehicles, an ordinary citizen can assume that they are intended for the security service of the prime minister or president, or for persons who work below the legal radar. Also, according to unofficial information, the vehicles are intended to be given to Director Lazović for use, then the assistant director, as well as his advisor to the brother of a prominent party colleague. It should be noted that the director was very dissatisfied with the recently received electricity bill, so he ordered that all workers working on parking payment tasks in small houses be deprived of their radiators and left them without heating during the recent cold snap. Under great pressure, he returned them to them after a few days. It is easy to make a digression between electricity and radiators with the amount for the purchased vehicles of nearly 120 thousand euros," the statement of the Union of Administration and Justice reads.
They said that in relation to their "three public announcements, through the media, as well as the gradual submission of requests for free access to information, the management has recklessly and uncontrollably begun to exert increasingly strong pressure and repression, both on employees and union representatives."
"It goes so far that trade unionists are being forced to give public denials against our allegations instead of him, as well as individually forcing workers of the collective to record themselves on their phones and also give denials and glorify the character and work of the company director. In further media communications, we will gradually inform the citizens of Montenegro and relevant positions at the highest level about all the misdeeds of the management staff, and we will also continue with various forms of processing and proving our allegations and well-founded suspicions. Due to the abundance of material, it is not possible to fit everything into one media text," said the Union of Administration and Justice.
