Podgorica companies paid slightly more than 80.000 euros to lawyers and law firms for legal representation before several courts over the past year. The most money for this purpose was allocated by "Zelenilo", around 40 thousand.
This, among other things, stems from the responses provided to "Vijesti" by several city companies.
The editorial team contacted all city companies with questions about how many contracts they had with lawyers and law firms last year, as well as the total amount of those engagements. Most of them responded to the inquiry of “Vijesti”. No answers were provided by “Parking Servis”, Football Club “Budućnost” and “Pogrebne usluga”.
"Vijesti" also requested data on the number of cases in which lawyers represented companies in the Capital City, as well as how many contracts were concluded for a lump sum.
According to the submitted data, Podgorica's "Zelenilo" allocated the most funds for hiring law firms, around 40 thousand euros.
“The total amount for the engagement of law firms on a monthly basis is 3.300 euros. The Annex to the Agreement on the provision of services and representation concluded with the law firm 'Milica M. Bojanić' was terminated on 2 October 2025. The monthly amount of the fee paid by the company under this agreement is 1.200 euros. The agreement on the provision of legal services concluded on 6 October 2025 with the law firm Boris Zvicer, refers to representation in 87 labor disputes. The contract for the provision of legal assistance and consulting services was concluded on April 17, 2025 with the law firm 'Terzić and Živković'," the company, which is managed by Nemanja Gajović.
The Agency for the Management of Protected Areas told "Vijesti" that "the previous management concluded a contract with a lawyer To Dimitrije Šoć".
The previous director of the Agency was Stojan Sjekloć, who was dismissed by the councilors of the capital's Assembly last October.
As the Agency said, the contract with Šoć was concluded for a two-year period - from September 5th of last year until the same date in 2027. According to that amount, the lawyer "is entitled to a monthly fee of 1.000 euros including VAT."
"The agency has one court case before the Basic Court in which the agency is the defendant and the representative is the aforementioned law firm. The agency has not previously had contracts with law firms," they said.
The local "Deponija", according to the responses, concluded a contract with the law firm "Terzić and Živković" last year, to which it paid a total of 9.801 euros.
"The law firm 'Terzić and Živković' represents 'Deponija' in a total of 92 cases before the Basic and Commercial Courts in Podgorica. A contract was concluded with the same law firm, which defined a fee for the services provided in a lump sum of 600 euros per month," the company, headed by Aleksandar Božović.
According to the data, the companies "Sports Facilities" and "Communal Services" did not conclude contracts with lawyers last year.
Radio-Television “Podgorica” told “Vijesti” that last year “they did not conclude contracts for a lump sum”. They added that they are represented in cases before the Commercial and Basic Courts in Podgorica. Dalibor Kavarić i Aleksandar Kovačević.
Last year, as stated in the responses, the company "Putevi", which is managed by Rados Zecevic.
“The lawyers of 'Putevi' are Jugoslav Krpović i Marica Babović", contracts were concluded with them two years ago, last year they represented the company in 152 cases."
In the local company "Markets and Markets", headed by Ivan Bojović, claim that last year they "had no contracts concluded with law firms."
"In terms of the contract on legal representation for a lump sum payment, all legal matters within the scope of work are already undertaken by the competent professional service of the company. Considering the Law on Public Procurement, according to which legal services are exempt from the application of the law, contracts have not been concluded, and the company does not have such arrangements agreed with law firms that would imply a lump sum payment," they emphasize.
They pointed out that they cooperate with the law firm "Martinović" "in labor disputes that employees have filed against the company - around 200 lawsuits."
"In the above cases, the law firm acts as the company's attorney and pays for the costs of the proceedings. In the same way, for the costs of the proceedings without an additional fee, the Law Firm "Jovović, Mugoša & Vuković" was also engaged as the company's attorney in five court proceedings, as well as attorney Boris Zvicer in three court proceedings. All proceedings are ongoing, so there were no payments in the past year," they told "Vijesti".
Podgorica's "Water Supply and Sewerage" state that they concluded two contracts with lawyers last year, and that they paid them a total of 2.600 euros.
"The current engagement includes representation in five active cases before domestic courts, while the subject of their engagement was the preparation and submission of proposals for the declaration of revision in seven cases. These are activities for which our company does not have the capacity to adequately manage them, and the aforementioned engagement increases the degree of positive outcome of demanding court processes, which ultimately leads to a positive financial effect in favor of the company," explained the company managed by Aleksandar Nišavić.
The Agency for Construction and Development of Podgorica, it is written in the responses, concluded a total of two contracts with lawyers in July 2024.
"The total net amount of the contract is 2.826 euros per month, with the stated amount referring to both lawyers together. We note that the contracts were active during 2025 under the same financial conditions. During the stated period, the Agency cooperated with the lawyers Dragomir Ćalasan i Ivana Raičević", they explained.
They said that 166 court cases were assigned to lawyers, adding that "a total of 149 hearings were held in them."
"Attorney Dragomir Ćalasan has been hired for representation, while attorney Ivana Raičević has been hired for management consulting and representation. We would like to point out that attorneys are not paid per transaction, but rather have a flat monthly fee."
