The Regulation on the Organization and Systematization of Jobs, Bodies and Services of the Municipality of Kolašin systematizes 150 employees, according to the personnel plan of that local government for this year.
According to the data from that document, 105 positions have been filled, of which 91 are permanent employees, while 14 are temporary. Permanent employees include secretaries, the Municipality Manager, the Chief of the Municipal Police, the Commander of the Protection and Rescue Service, the Secretary of the Assembly, and the Protector of Property and Legal Relations.
According to the data from the personnel plan, the Municipality could hire in the unfilled positions foreseen in the systematization in the coming period. However, the condition for this is to obtain the consent of the Ministry of Finance.
"As the Municipality of Kolašin is in the process of rescheduling its tax debt, it is necessary to obtain prior consent from the competent Ministry for filling new positions that will be filled during the year, depending on available financial resources, and in accordance with the Law on Local Self-Government and the Law on Civil Servants and State Employees... The data in the personnel plan are presented in accordance with the Decision on the Budget of the Municipality of Kolašin for 2026, and based on the Rulebook on the Organization and Systematization of Positions in Bodies and Services of the Municipality of Kolašin," the document states.
By the Decision on the Organization and Mode of Operation of the Local Administration of the Municipality of Kolašin, the internal organization was formed through ten organizational units: the Assembly Service, the President's Service, four secretariats, the Chief Administrator's Service, the Municipal Police, the Protection and Rescue Service, and the European Integration Service established last year. Data on the number of employees does not refer to the municipal enterprises of Utilities, Water Supply and Sewerage, and the newly formed Agency for Spatial Planning and Design and Parking Service, as well as the Cultural Center.
According to the table of data from the personnel plan, when it comes to unfilled positions among civil servants and employees, most of them are in the category of "expert staff". In relation to the systematization, there is a shortage of 20 advisors of various levels and eight inspectors. In the category of executive staff, which includes clerks, municipal police officers and firefighters, a total of 48 employees have been hired, while the systematization provides for as many as 63.
The personnel plan also states that the Municipality needs three interns with secondary education, while they have not expressed a need for interns with higher education.
This year's personnel plan does not provide any explanation for the increase in the number of employees needed in the Municipality. For example, the 2024 personnel plan systematized 122 positions, but did not specify the number of employees at that time.
According to the budget for this year, the Municipality of Kolašin will spend around 1,5 million euros on gross salaries of employees.
