The Municipal Secretariat for Communal Supervision and Inspection Affairs yesterday sealed the football fields and facilities of the "Causevic" football center on Velika Plaza in Ulcinj.

A statement from the office of the Mayor of the Municipality, Gencij Nimanbegu, states that the Municipality of Ulcinj, within its regular jurisdiction and in accordance with applicable regulations, has begun activities aimed at regulating and improving the use of state and municipal land, with the aim of preserving public property and putting it into full use in the interests of the local community and citizens.

"The proceedings were initiated based on official records and available information that in certain locations state and municipal land is being used without an appropriate legal basis. One of the recorded cases relates to a site near the 'Miami' beach, in an attractive location on Velika Plaza, where the construction of a city stadium, auxiliary fields and other sports facilities with accompanying facilities was planned by a competition decision," the statement reads.

It is added that an inspection of official documentation has determined that cadastral plot number 29/6, KO Donji Štoj, is owned by the state of Montenegro, while the right of management has been entrusted to the Municipality of Ulcinj based on a Government decision.

"Given the obligation to manage state land exclusively in accordance with applicable regulations, an inspection and verification of the documentation on the basis of which the said land is used has been ordered. Given that the Municipality of Ulcinj does not have data on the lawful user or the legal basis for using the plot in question, an investigation has been initiated. "A letter from the Public Company for Coastal Zone Management confirmed that the location had previously been ceded to Milorad Causevic from Ulcinj, who is listed as the previous user. Despite several days of attempts to establish communication, the named person did not respond to calls from the competent services. Bearing in mind that this is state land, the use of which is possible exclusively on the basis of valid decisions and contracts, the competent authorities, in accordance with the law, temporarily sealed the facility and left a notice about the obligation to report to the Municipal Police," the statement reads.

It is added that on the same day, a report was received that the field in question was being used for training by FK Vllaznia from Shkodra.

"Officials returned to the scene and determined that the official seals had been removed without authorization, which is why the assistance of the Police Directorate was requested. Upon the arrival of the police patrol, the area had already been abandoned, after which appropriate official documentation was drawn up," it is emphasized.

The Municipality emphasizes that the aforementioned location represents only one of several locations on the territory of the municipality where identical legal procedures will continue to be implemented in the coming period, with full respect for the rights of all citizens and transparent conduct of the competent authorities.
