In recent months, the Budva Slovinić family has sent dozens of letters to almost all state addresses, from the President of Montenegro and the Parliament, to political parties, and protectors of human rights and freedoms and property interests, as well as EU officials and numerous embassies, asking them to react urgently, accusing the Municipality of Budva and personally the President Nikola Jovanović of arbitrarily blocking an investment worth 14 million euros, preventing construction workers from approaching the construction site on their land.

Ćirović urgently points out that she was contacted in writing by the legal representative of the Slovinić family, a lawyer Nikola Kavedzic, who outlined the details of the problem.

"The legal representative states that the Slovinić family, as an investor, has a valid building permit issued by the competent state authority, a duly paid fee for the communal development of the construction land to the Municipality, all legally prescribed urban planning and technical conditions and approvals, legally commenced construction of a mixed-use facility (hotel and apartments), a valid contract with the contractor. Preliminary contracts and contracts for the sale of real estate have been concluded. And that despite fulfilling all legal requirements, the investor has been effectively prevented from accessing the construction site, or from passing construction machinery, since September 2025, due to the inaction and arbitrariness of the local government authorities. “The lawyer stated that it is clear to the Slovinić family, as investors, that the Municipality will not act on their requests and urgencies, because these are matters that have nothing to do with the law, but rather a matter of political revenge by the President of the Municipality of Budva, who is managing this administrative procedure. That is why the Slovnić family turned to the institution of the Protector, because they suffer great damage every day, in the form of ordinary damage, in the case of non-compliance with deadlines towards buyers, in accordance with concluded sales contracts, and lost profits. They further point out that Slovenska Obala Street is used daily and that numerous freight vehicles, including trucks, cranes, etc., pass along it, and that it is more than obvious that this is a selective, discriminatory and illegal approach by the Municipality. We believe that it is more than obvious that the Municipality, intentionally and consciously acting with direct intent, is not taking official actions that it is required to take by law, and failure to act is one of the ways of committing a criminal offense, because a criminal offense under the Criminal Code of Montenegro can be "to do and to do nothing," Ćirović states in the urgent message, quoting the statement of lawyer Slovinić.

Slovinić's legal representative, as stated in the emergency, called on the institution of the Protector and demanded that all actions and measures within that jurisdiction be urgently taken to protect the property and legal interests of Montenegro.

"Having regard to the address in question, and our telephone conversation of December 30, 2025, I would like to ask you to state your position in relation to the allegations in the letter, in particular to clarify and provide the Protector with documented information on the available passages to the construction site, possibly alternative routes for access to urban plot 10.22 DUP "Budva Center". I would like to point out that in accordance with the urban and technical conditions of March 12, 2019, under point 17.3, the conditions for connection to the traffic infrastructure, according to the graphic attachment number 12 of the act of the Secretariat for Housing and Communal Affairs of the Municipality of Budva, a traffic connection is envisaged.
