The site of the Cultural Landscape of Paštrovska Gora was included in the expanded list of the most endangered European heritage sites for 2026, organized by Europa Nostra and the European Investment Bank Institute, with the support of the EU's Creative Europe program.

This was announced to "Vijesti" by the Bankada Foundation from Budva.

As they stated, this is the second time that the Cultural Landscape of Paštrovska Gora has been included on this infamous but very influential and important list.

"The first time was in January 2023. It is important to point out that it is a very rare case for the same site to appear twice on this list of endangered sites in Europe, which clearly testifies to the commitment and determination of Europa Nostra and the EIB Institute, as an official EU body, to preserve and protect Paštrovska gora. The nomination submitted in September 2025 by the Bankada Foundation for the 7 Most Endangered program listed and explained three main threats that threaten this valuable site: 1. the infrastructure project Wind Farm Brajići, 2. excessive construction ('overdevelopment') in certain villages at the foot of Paštrovska gora and 3. deterioration of old buildings ('deterioration'), which mainly refers to old villages, old towers and Austrian fortifications, of which there are six in the area of Paštrovska gora with Brajići and only one is protected by law - the Kosmač fortress. This time, unlike the nomination from In 2023, the expressway/bypass around Budva was not mentioned as a direct threat to the site because the precise route of this road is still unknown, but its potential negative impact on the cultural landscape and environment was mentioned, depending on the finally adopted route," the Bankada Foundation points out.

The cultural landscape of Paštrovska Gora, as they emphasize, was not included in the final seven most endangered sites, but this is, in their opinion, a possible scenario in the near or distant future if various important circumstances related to this valuable site do not change.

"The letters of recommendation for the nomination of Paštrovska Gora were written by: arch. Sandra Kapetanović from the NGO Expeditio Kotor, an expert in the concept of cultural landscape, Dr. Patrizia Valle, an expert in fortification architecture from Venice, professor Miodrag Grbić from the University of Western Ontario, and arch. Ivan Vratnica, member of ICOMOS Austria, an expert in Austrian fortresses. The Bankada Foundation is immensely grateful to all of them for their professional assistance and support, which ultimately resulted in the selection of the site on the list of the most endangered for the second time. This time, the jury in The Hague and Luxembourg was presented with more newly discovered potentially valuable sites in the Paštrovska Gora area, so a new list containing over 200 natural and cultural heritage sites was attached, of which only 10 are officially protected by law," the Foundation points out.

They emphasize that Europa Nostra and the EIB Institute are expected to offer appropriate assistance in the protection of all endangered sites, including the Paštrovska Gora Cultural Landscape site.
