The construction of a quarry in the Kuči settlement was not foreseen by the Spatial and Urban Plan (PUP) of Podgorica and is a corrupt act by the "Putevi" company, the Capital City, and partly by the Government of Montenegro.
This was announced by the councilors of the Democratic Party of Socialists (DPS) in the city parliament during a press conference.
Member of DPS Vladan Arsović He said that it was a thematic conference and added that it was "an affair in which 'Putevi' and the Capital City, and partly the Government of Montenegro, participated."
He said that it was a quarry in the Kuči settlement and added that they had all the documentation that "it was a corrupt business."
He said that the PUP did not provide for a location for a quarry, emphasizing that an environmental impact assessment study had not been conducted.
"It is clear that Kuči is in a big problem when it comes to water supply. We have a situation where a connection to the quarry will have to be provided," said Arsović, asking why "that particular location in Kuči was chosen."
Klikovac: Organized "secret business" that is not in accordance with the law
Head of the DPS parliamentary group in the Capital City Assembly Andrija Klikovac He stated that the property of the Capital City is being transferred to the ownership of a single individual. He reminded that the residents of Medun in Kuči are protesting against the construction of a quarry in that settlement.
He also added that Mayor Saša Mujović "withdrew", saying that he had announced that they were looking for an alternative location.
He also raised concerns about the fact that a multi-storey building will be built behind the "Big Fashion" shopping center.
He said that someone from the capital gave an individual the opportunity to earn two million euros of citizens' money overnight.
Klikovac pointed out that the director of "Putevi" Radoš Zečević is in a "family relationship" with that person.
"This is proof that these two people are related. That there is communication between them to close deals. We will not allow someone to make two million euros overnight," he said.
Klikovac pointed out that they had an organized "secret business" that was not in accordance with the law.
"We have a situation where there is no study. Not even a plan," said Klikovac, adding that he will submit all documentation to the Basic and Special State Prosecutor's Offices.
Ćulafić: The exchange of plots would not be possible without the Government
Their councilor colleague Stefan Ćulafić said that the planned location was identified in the PUP as "other areas" and added that it was also partially designated as a forest area.
"Why was there an exchange with that location compared to all the other locations? There are about a million square meters of arable land in the immediate area around that location," said Ćulafić, adding that "no documentation for the quarry exists."
He said that the exchange of plots would not have been possible if the Government of Montenegro had not given permission for it.
"When it comes to the site in the municipality of Danilovgrad, Klikovače, based on the PUP it is said that it is located in the zone of mineral resources, it is clearly indicated where the extraction of raw materials can be carried out. That is not the case in Kuči. In the immediate area in relation to that location there is about a million square meters in private ownership," said Ćulafić.
Ćulafić points out that the parliamentary decision signed by Saša Mujović, who gave permission to exchange this plot in exchange for a plot in the DUP "21.maj", is important.
"That's the plot behind Big Fashion, there's a plot on which a six-story building is planned, with an area of 3.000 square meters. Someone made it possible for a natural person to get a plot on which he could build a six-story building, pay 150.000 euros into the budget and exchange those plots. In order for the plot exchange to take place, the Government had to give its consent. The exchange was carried out after Mijović paid 150.000 into the budget of the Capital City. Is anyone checking the origin of that money?"
Aranitović: Mujović to remove the director of "Putevi"
Councilor Ksenija Aranitović said she hopes the relevant institutions will react, adding that "this decision should be repealed." She called on Mujović to dismiss the director of "Putevi".
"Otherwise, Mr. Mujović will be an accomplice in this corrupt act."
Responding to a question from a "Vijesti" journalist whether the plot behind the shopping center already had a purpose, Klikovac confirmed this and added that it was defined as an "urbanized area" by the Urban Development Plan.
"But also for residential buildings. There are 3.600 meters planned for construction. Our next steps are to submit all documentation to the Basic State Prosecutor's Office. We will monitor further steps in detail and the second decision is to propose a decision to invalidate the decision to exchange plots."
