The local government also committed to an annual subsidy of 199.000 euros. The municipality also committed to leasing about 1.500 square meters of office space and about 200 square meters of non-residential space in the TQ Plaza complex to “Lovćen film” for free for 20 years, and to adapting the terrace for an open-air cinema.

When he sat in the chair of the first man of Budva Milo Bozovic, the cinema closed in February 2023 and has been under lock and key ever since.

During that time, lawsuits were filed, and the last in the series, worth five million euros, was filed by "Lovćen Film" last month.

"This negative relationship has been going on for ten years, the same as the frozen relationship between the two parties. Regardless of the political narrative or someone's assessment of this project, we have the fact that the biskop has been closed for the third year and cannot be used, and the Municipality's space is captured. On the other hand, the equipment owned by Lovćen Film is captured. After extensive discussions, we have come to a certain modality to regulate mutual rights and obligations, similar to what the Municipality did with the German company WTE in the wastewater project. A certain amount of money is paid, and both parties waive all known, unknown and future actions between themselves. When this agreement is implemented, our business relationship will be regulated once and for all. The Municipality of Budva will be able to take possession of and open the biskop within eight days from the date the agreement becomes effective," Jovanović emphasized.

Jovanović said that they were careful not to burden the budget with the payment and that, given that the payment was not foreseen in the budget, the allocation would be planned through a rebalance.

"It is planned that after the conclusion of the agreement, 260.000 euros will be paid within a period of 30 days, with installments of 400.000 euros each on November 30 and December 30 of this year, and the remaining two on January 30 and February 28 of next year. These are acceptable amounts that will not burden the budget and are realistically planned," Jovanović pointed out, adding that each party will bear the costs of the legal proceedings they have initiated.

By implementing the agreement, as he emphasized, the Municipality will transfer the bishopric to the management of the Public Institution "City Theatre".

"We expect to expand the activities of this public institution by amending the Statute and the possibility of holding numerous events in the space owned by the Municipality, not just those related to film activities... I expect the cinema to be open by the end of the summer."

Jovanović confirmed that he had said that the contract concluded 12 years ago was harmful, but that it was high time to solve the problem, because the city needed a cinema.

"I consulted with lawyers, who made it clear that the Municipality, although the owner, cannot just enter the premises where the cinema is located, because there is equipment there that is not our property, and that complications may arise." Lawyer Miroje Jovanovic, who was engaged by the Municipality as in the WTE case, submitted an opinion... Jovanović assessed that SDT is not a party to the proceedings, and that, as he says, no consent is required in accordance with the law.
