Last year, according to data from 16 Montenegrin municipalities, the most money, a total of 950.740 euros, went to FK Otrant from Ulcinj, while FK Dečić from Tuzi was paid 715.000 euros. Among the largest budget beneficiaries are FK Arsenal in Tivat with 410.000 euros, PVK Jadran from Herceg Novi, which received more than 320.000 euros, and FK Iskra, which was allocated 177.800 euros from the Danilovgrad municipal budget.
In these municipalities, according to data obtained under the Law on Information of Public Importance, a total of 7.165,488,75 euros were spent on sports organizations, individuals, competitions and various events. Ulcinj allocated the most, distributing at least 1,23 million euros for these purposes, while in Šavnik only 3.700 euros were allocated for sports.
The largest allocations for sports in 2025 will be recorded by coastal and more developed municipalities, and the analysis shows that the bulk of sports money ends up with a few dominant clubs.
Unlike large systems, some municipalities allocate much less.
In Šavnik, only 3.700 euros were paid out for sports during the year, in Gusinje 7.769 euros, while Petnjica allocated around 20.975 euros. Similar amounts were recorded in Kolašin (around 20.500 euros) and Plav (24.131 euros). In these areas, the money is mostly distributed among several clubs, or through individual assistance to athletes, often in amounts ranging from 100 to 1.000 euros.
Documentation shows that team sports are the dominant beneficiaries of budget money, primarily football and basketball.
Individual athletes receive significantly less - most often through one-off grants or awards. In most municipalities, these amounts are symbolic and rarely exceed a few hundred or thousand euros.
At the same time, in several municipalities it has been noted that the same clubs are financed through several different budget lines - regular transfers, sports reserves and special decisions, which further increases the differences between the largest and other beneficiaries.
The data clearly shows huge differences in approaches to sports financing.
While some municipalities invest millions and continuously finance large clubs, others allocate symbolic amounts that barely cover the basic needs of sports organizations.
Such distribution raises questions of criteria, transparency, and long-term strategies for the development of sports at the local level - especially when considering that funds are often concentrated on a small number of beneficiaries, while the rest of the sports system remains on the margins.
ANDRIJEVICA: MOST FOR HANDBALL AND FOOTBALL PLAYERS
The municipality of Andrijevica allocated at least 57.284,75 euros for athletes and sports organizations in 2025, according to documents from official municipal records submitted upon a request for free access to information.
The largest portion of the money is directed to the two largest sports teams from Andrijevica. The Komovi handball club received 20.590,60 euros under the contract for co-financing the work program, while the Komovi football club received 15.409,20 euros under the same basis. Together, these two contracts make up more than two-thirds of the total recorded allocations for sports in the documentation for 2025.
In addition to basic funding, the municipality has also tapped into the sports reserve and current budget reserve several times during the year. Thus, FK Komovi received an additional 3.500 euros at the end of September, then 3.000 euros in December, as well as a special grant of 2.000 euros to pay for sports equipment. In addition to the basic contract, RK Komovi received an additional 2.950 euros, then 780 euros and another 1.120 euros from the sports reserve.
The documentation shows that the money was also distributed to other beneficiaries. The Lim Sports and Fishing Club received a total of 1.900 euros through several decisions, the Komovi Chess Club a total of 1.700 euros, while the athlete Nenad Ivanovic sports equipment worth 376 euros was allocated. The documents also record smaller amounts of aid to other sports entities, including the Panter Ju-Jitsu Club, BK Radnički, the 7,9 mm Shooting Club, ŽRK Berane 2003, the Berane Chess Club and the Berane Sports Aero Club.
Among the decisions is an item of 2.958,95 euros for materials for the construction of a shooting range in Andrijevica. Although this decision undoubtedly speaks of investment in sports infrastructure, the act itself does not clearly state that this is a payment to a sports club or an individual athlete. BAR: FK MORNAR ALMOST HALF A MILLION
The Municipality of Bar paid at least 1.310.864 euros to athletes, sports clubs and sports organizations in 2025, according to data from the treasury ledger submitted as part of the document by the Secretariat for Finance. This amount represents a minimum, as some of the documentation contains lines with partially covered or illegible data, so only clearly visible payments were included in the total.
An overview of expenditures shows that the largest part of the money was directed to several of the largest sports teams in Bar, primarily the football, basketball and handball clubs Mornar. According to clearly legible items, FK Mornar received at least 438.304,48 euros during the year, and KK Mornar at least 375.000 euros. RK Mornar 7 received at least 120.215,68 euros, which means that these three clubs withdrew by far the largest part of the sports money recorded in the document.
Of the other organizations, the largest clearly visible individual co-financing was received by the Karate Club Bar, namely 47.648,05 euros, according to the co-financing agreement for 2025. Significant funds were also received by the Mornar Athletic Club with at least 52.000 euros, the Sanja Athletic Club with 17.589,58 euros, OK Galeb with at least 16.095,25 euros, the Mornar Rugby Club with 12.929,16 euros, the Mornar Ju-jutsu Club with 11.736,46 euros, and the Mornar Volleyball Club with 10.420,43 euros.
The list of beneficiaries also includes numerous other Bar sports collectives and organizations: Kickboxing Club Bar, KK Mediteran, KK Adriatik, KK Boys Bar, OKK Antivari, OKK Sušanj, FK Balkan, FK Sloga, FK Desetka, Judo Club Mornar, Sailing Club, several athletic clubs, fishing societies, a chess club, school sports entities and other organizations. The document also contains several payments marked as funds for individuals, which indicates individual assistance to athletes or other beneficiaries in the field of sports.
GUSINJE: FOR SPORTS LESS THAN 8.000 EUROS
The Municipality of Gusinje paid at least 7.769 euros to athletes and sports organizations in 2025. This is a modest amount, especially considering that the funds were distributed to only a few sports entities, with no significant individual payments to athletes recorded.
The largest portion of the money went to two clubs - Football Club Gusinje 1934 and Women's Volleyball Club Grebaje, which each received 2.721,15 euros during the year. These funds were paid in several tranches - in May, September and December - based on decisions and contracts on financing sports organizations.
Slightly less funds went to the Očnjak Mountaineering Sports Club, which received a total of 2.326,70 euros from the budget.
MOJKOVAC: 100.000 euros for clubs
The Municipality of Mojkovac allocated at least 125.637,12 euros for sports in 2025. This sum includes an item for sports clubs of 100.000 euros, transfers to other institutions, funds for sports events, support for sports development, transfers to individuals, and allocations from the current budget reserve for sports purposes.
The largest individual allocation per club was to FK Brskovo, which received at least 22.800 euros from the budget. Of that, at least 12.800 euros were visible through the item for sports clubs, while the club received an additional 10.000 euros from the current budget reserve.
Among the largest beneficiaries are RK Brskovo with a total of at least 6.000 euros, as well as AK Tara with at least 6.000 euros through club funds, with additional support for athletes through transfers to individuals. Significant allocations were also recorded for the Chess Federation of Montenegro with 1.500 euros, the Chess Club Brskovo with at least 1.367,12 euros, KMF Brskovo with 1.000 euros and FK Serdar with a total of 900 euros.
HERCEG NOVI: PVK JADRAN MORE THAN 300.000
The Municipality of Herceg Novi allocated a total of 1.883.538,92 euros for sports in 2025, according to the summaries of budget items from the submitted documentation. This amount includes municipal awards in sports, assistance to talented athletes, other expenses in the field of sports, financing of sports associations, support for competitions, transfers for the sports program of the Mimosa Festival and City Day, as well as subsidies for the use of the sports hall and the hall at the Igalo Institute.
The largest beneficiary of budget money among the clubs was PVK Jadran, which was paid at least 321.469,58 euros through multiple payments.
Right behind Jadran is FC Igalo, which received at least 253.600 euros from the municipal budget.
Among the largest beneficiaries are KK Primorje 1945 with at least 187.645,41 euros, Table Tennis Club Novi with at least 63.500 euros, and Volleyball Club Herceg Novi with at least 59.750 euros. Albatros, ŽKK Herceg Novi 87, Karate Club Bijela and other clubs also received significant funds, but in significantly smaller amounts than the leading beneficiaries.
When it comes to individuals, the largest recorded donation was received by the Jugole Grakalić Sailing Club, with a total of at least 33.500 euros through multiple transfers throughout the year, including a single payment of 10.000 euros in December. Among the larger individual payments, the following stand out: Star Vidaković with a total of 5.000 euros, as well as Teodor Buric with 1.500 euros. In the special line for talented athletes, it is also seen that the user is marked as VZ received a total of 3.000 euros, while other individual assistance was mostly from 100 to 300 euros per month.
PETNJICA: 2.000 FOR HIKING
The Municipality of Petnjica allocated a total of 20.975,88 euros for sports in 2025. The largest part of the money was paid through the item "transfers to cultural and sports institutions", where a total of 20.625,88 euros was recorded, while special payments to individuals amounted to another 350 euros.
The largest beneficiary of budget money was FK Petnjica, which was paid a total of 17.625,88 euros during the year. This amount includes regular transfers of 675,08 euros each, several individual payments of 3.000 and 4.000 euros, as well as a 200 euro bonus at the end of the year.
The second largest allocation was to the Bihor Mountaineering and Sports Club, with a total of 2.000 euros, which corresponds to the amount foreseen in the decision on co-financing the work program of sports organizations for 2025. The Montenegrin Chess Federation received 1.000 euros to support chess activities in Petnjica.
When it comes to individuals, the highest recorded payment was 150 euros for Zarko Janković, as financial assistance for participating in the Guinness World Record attempt. They each received 100 euros Muljaz Adrović, named the best athlete of Petnjica in 2025, and Rejhan Ramčilović, winner of a special award for sporting achievements.
BLUE: MOST MONEY FOR “BALKAN LYNX”
The Municipality of Plav allocated at least 24.131,40 euros for sports in 2025. The Basic Decision allocated 20.000 euros for co-financing the work programs of sports organizations, and the budget rebalance provided another 5.000 euros in additional funds.
The largest individual beneficiary of sports money was OKK “Balkanski ris” Plav, which was paid a total of 8.691,40 during the year. This amount includes several payments recorded in the budget records, as well as an additional 3.002,40 euros per the decision on the allocation of additional funds from December, and a special payment of 1.000 euros for the club's participation in an international tournament.
The Chess Club follows, with a total of 5.540 euros, while FK Polimlje received 3.830 euros. A total of 4.335 euros was paid out through the “other” item for the Judo Club Jezero, and the Karate Club “Visitor” received at least 1.735 euros when adding together the funds from the special budget item for the karate club and the additional payment from the “other” item.
PLUŽINE: 25.000 euros to the DANCE CLUB
The Municipality of Plužine allocated at least 240.296,12 euros for athletes, sports clubs and sports organizations in 2025. The documentation records payments for the regular work of clubs, sports and cultural events, the current budget reserve, transfers to individuals and sponsorships.
The largest beneficiary of budget money was KMF “Bajo Pivljanin”, which was directly paid at least 99.801,60 euros. This amount includes two tranches for co-financing the club's work totaling 75.500 euros, then 7.500 euros for the organization of the tournament, as well as another 14.500 euros from the current budget reserve, with additional costs for the purchase of balls, cups and the organization of the tournament.
Among the largest beneficiaries are the Sports and Recreational Association “Piva-Plužine” with a total of 54.350 euros, the Basketball Club “Piva Basket” with 27.000 euros, the Dance Club Flash with 25.500 euros, and the Karate Club “Piva” with 12.500 euros. Smaller, but still significant funds were received by the Sports and Fishing Club “Bajo Pivljanin” with 7.000 euros, the Mountaineering Club “Bioč” with 3.000 euros, and the Basketball Club “Panter” with 2.000 euros.
When it comes to individuals, the largest individual recorded donation was made by Gligorije Susic, who was paid 500 euros for participating in the Montenegrin hillclimb championship. Veselin Petrušić received 300 euros to cover travel expenses to the athletics championship in Belgrade, while members of the KMF “Bajo Pivljanin” were paid sports bonuses totaling 3.600 euros, mostly 150 euros per person for winning the Montenegrin futsal championship title.
PODGORICA: MORE THAN 100.000 FOR THE DEMONSTRATION
The capital city of Podgorica paid at least 116.517,40 euros under the budget item for supporting the organization of international sports events in 2025, according to analytical cards and accompanying documentation from the Secretariat for Sports. This amount refers to clearly confirmed payments from the reviewed part of the documentation and represents the minimum that can be precisely determined based on the available payment orders.
The largest single allocation was recorded for the Water Polo and Swimming Federation of Montenegro, which was granted 40.000 euros for the organization of the final tournament of the Water Polo World Cup. Among the largest beneficiaries are the Sports and Recreational Society “Vezir” with 20.000 euros for the event “Jumps from the Vezir Bridge 2025”, as well as the Fencing Club Podgorica with 15.000 euros.
Larger allocations were also granted to MMA Team Zabjelo, a total of 7.500 euros, Powerlifting Club Budućnost 5.000 euros, Football Club Stari Aerodrom 4.000 euros, Boxing Club Zlatičanin and Montenegrin Sports Academy 3.500 euros each, while Table Tennis Club Budućnost E4 received 3.380 euros. Smaller but significant transfers were also approved to clubs such as the Judo Club “Nenad Sinanović”, AMK “Monteracing”, Judo Club “Ostroška gora”, Military Mountaineering Club “CG-Kapetan”, Mountaineering Club “Komovi”, Volleyball Club “Net” and others.
TIVAT: ARSENAL 410.000
The Municipality of Tivat has allocated at least 650.000 euros for sports in 2025, according to the documents from the submitted act. The documentation clearly shows separate budget items for the Arsenal Football Club in the amount of 410.000 euros and for KK Teodo in the amount of 190.000 euros, as well as the item “Sports Reserve” of 50.000 euros for support to clubs and individuals. This is the minimum that can be reliably confirmed from the submitted pages.
The document also shows additional aid to Arsenal from the current budget reserve, as well as support for several other clubs and organizations, including RK Partizan, NGO Školica sporta Popaj, Triathlon Club Tivat, Padel Montenegro, Special Olympics Club Tivat, SRK Galeb, Wrestling Club Rebel, BK Mladost, ZKK Sea Stars and JK Monte Tatami.

Of this, transfers of 150.000, 97.835,90, 97.000 and 115.000 euros stand out in particular. The second largest beneficiary was KK Dečić with a total of 135.000 euros, while FK Malesia 2010 received 15.400 euros. Among the larger beneficiaries are the Dance Club “Tip Toe” and Judo Club “Dečić” Karabuško polje with 4.800 euros each, as well as FK Tuzi with 4.500 euros.
When it comes to individuals, the largest recorded allocation was received by Andrea Berishaj, who was paid 5.000 euros in December.
ULCINJ: BOTH FOOTBALL AND FUTSAL
The Municipality of Ulcinj allocated a total of at least 1.232.240,93 euros for sports in 2025. This sum includes 231.500 euros from the "Transfers to sports institutions" account, 50.000 euros for the Ulcinj-Ulqin Futsal Club, and as much as 950.740,93 euros for FK Olympic Otrant.
Among the larger beneficiaries from the item "Transfers to sports institutions" are the Ulcinj Riviera with 35.000 euros, the Women's Handball Club Ulcinj with 30.000 euros, the Karate Club Ulcinj with 24.000 euros, the Toekwondo Club with 25.000 euros, KK Ulcinj 1976 with 20.000 euros and the Futsal Club Dolcinium with 20.000 euros.
The submitted documentation does not record payments to individuals, but only to legal entities, i.e. clubs and sports organizations. This means that there is no data on individual payments to athletes among the available documents.
ZETA: 100.000 TO “WOLVES”
During 2025, the Municipality of Zeta allocated at least 333.250,00 euros for sports, including grants to clubs, sports events, individual assistance to athletes, and contracts for co-financing the work programs of sports clubs.
The two sports teams had the largest allocations among the clubs. FK Zeta received at least 135.300 euros from the budget, while KK Vukovi Zeta earned at least 131.700 euros. They were followed by Handball Club Zeta with 16.500 euros, Athletic Club Zeta 2012 with 6.100 euros, FK Cijevna 2020 with 4.100 euros and Kick Boxing Team Zeta with 5.900 euros.
Among individuals, the largest aggregate contributions in the available documentation were made by Balsa Vukcevic i Iva Vukcevic with 450 euros each, then Ivan Kukuličić with 400 euros and Jelena Miladinovic with 350 euros.

In addition, for the purposes of participating in the 60th MOSI “Višegrad 2025”, costs of 6.300 euros for food, 3.360 euros for accommodation and 200 euros for registration fees were recorded.
When it comes to clubs, the Karate Club “Gorštak” had the largest clearly visible allocation in the amount of 1.000 euros. This was followed by the Shooting Club “Gorštak” with 400 euros, the Sports and Fishing Club “Gorštak” with 300 euros, the Cycling Club “Star-bike” with 300 euros, the Hunting Society “Lovac” with 300 euros, while the KMF Bajo Pivljanin received 200 euros. The documentation also records an additional payment of 150 euros for the SRK Gorštak.
Among individuals, the largest allocation clearly visible in the documentation relates to Marko Bulatović, which was granted 300 euros for the organization of the “Tadija Šćepanović” Memorial 3x3 Basketball Tournament.
ROZAJE WITHOUT PAYMENT TO NATURAL PERSONS
The Municipality of Rožaje has allocated a total of 250.000 euros to co-finance the work programs of sports clubs and sports and recreational associations in 2025, according to the decision of the Secretariat for Sports, Culture and Youth on page 2 of the submitted document.
The largest individual allocation was received by the Ibar Football Club - 88.022,12 euros. This was followed by the Ibar Basketball Club with 77.946,88 euros and the Ibar Judo Club with 21.524,22 euros. Among the larger beneficiaries were the Rožaje Judo Club with 8.505,54 euros, the Univerzum Kickboxing Club with 7.986,50 euros, the Ahmica Mountaineering Club with 5.975,78 euros, the Ibar Chess Club with 5.475,75 euros and the Ibar Women's Basketball Club with 5.487,57 euros.
The decision also lists allocations for other sports associations and clubs, including the Ibar Volleyball Club, Ibar Sports and Fishing Club, Rožaje Shooting Club, Jelenčica Mountaineering and Sports Club, Ibar Wheelchair Basketball Club, Veterani IF Sports and Recreation Association, KBK Warriors Rožaje, Univerzum Boxing Club, Ibar Karate Club and Sensei Karate Club.

Among the larger beneficiaries were the Karate Club “Iskra” with 8.593,75 euros, the SPK “Matrix” with 6.306,61 euros, the SPK “Play” with 5.740,49 euros and the Shooting Club “Vojnik” with 4.211,95 euros.
Smaller, but still evident payments were received by the Danilovgrad Football Club with 3.541,98 euros, the Danilovgrad Judo Club with 3.311,82 euros, the Iskra Volleyball Club with 3.023,10 euros, the Desetka Football Club with 2.072,01 euros and the Trabuco Sports and Fishing Club with 1.098,28 euros.
When it comes to individuals, the largest recorded donation went to Srđan Roganović, who was paid 435,24 euros for equipping the martial arts club “Tigar”. The documentation also shows payments to the Chess Federation of Montenegro totaling 3.740 euros, but they were not recorded as donations to an individual, but as support for sports activities and the organization of a memorial tournament.
