Who hindered the work in Zagorič?

The company "Gradnja Promet", which is building a multi-purpose, multi-million euro facility in Zagorič, claims that they have been waiting for nine months to be connected to the electrical infrastructure and that until then they had not "fulfilled the basic conditions necessary for the smooth and continuous execution of works."

This was the answer given to questions by "Vijesti" after yesterday's reaction of the Montenegrin Electricity Distribution System (CEDIS), which, in response to the claims of the Agency for Construction and Development of Podgorica that the contractor - "Gradnja Promet" had been waiting for the connection for several months, announced that the state-owned company had acted in a timely manner and approved the request two weeks after it was submitted to it.

“Upon the request of 'Gradnja Promet' doo, number 30-20-02-8145 dated 12.08.2024., a Contract was concluded on the construction of infrastructure for connection and connection, for a construction site connection for the needs of the construction of a multifunctional facility in the settlement of Zagorič, KP 586/1, 586/2, 586/4, 586/5, 586/6, 586/7, 587/2, 587/3, KO Podgorica II, number 30-20-02-8472 dated 21.08.2024. 'Gradnja Promet' doo submitted to CEDIS a notification on the fulfillment of contractual obligations number 30-20-02-8671 dated 29.08.2024. Upon the submitted notification, CEDIS installed a measuring device-meter, on "On September 10, 2024, and delivered to the applicant a notification of the fulfillment of contractual obligations for the purpose of concluding the Supply Contract No. 30-20-02-9060 dated September 12, 2024," the response states.

The Danilovgrad company claims otherwise:

"We started work on the Multifunctional Facility in Zagorič in January 2024. At that time, we sent requests to CEDIS and 'Vodovod i kanalizacije' for the connection of the construction site to the electrical, water supply and sewage infrastructure (our letters no. 39 and 40 dated 22.1.2024). As you have been informed, the connection to the electricity distribution network was only completed in September 2024, which means nine months after the contractor was introduced to the job. Until then, the contractor had not fulfilled the elementary conditions necessary for the smooth and continuous execution of the works. The Podgorica Construction and Development Agency was duly informed in writing of all the steps taken that are within the contractor's jurisdiction regarding the connection of the construction site to the electricity distribution network in early February 2024, and therefore we believe that the client could not have been misled by us in any way, as you state in your question," the company claims.

"Vijesti" recently reported that work on the construction site of the facility, which is also to house a health center dispensary, a market, a post office..., was halted at the end of last year, due to several things that the contractor allegedly objects to the Agency. The Agency did not respond to questions yesterday following CEDIS's response, and last week they announced that they expect the work to resume by the end of March.
