Whoever works with honey licks their fingers.

Gospodin Andro Saulacic For the third time in the last few years, he has reacted to my articles regarding the controversial joint construction of a residential and commercial building in Seljanovo, which, at the behest of the former DPS local government of Tivat, was led and negotiated by Saulačić with the main investor, a businessman Rado Arsić.

He claims that what I write is untrue and that "no harm was done to the Municipality of Tivat, but only to the Saulačić family."

However, facts and figures refute it: Saulačić, on his own behalf, on behalf of his two relatives and the Municipality of Tivat (all together owners of a plot of land measuring 5.740 square meters in Seljanovo), in 2007, contracted with Arsić to build a building in which, in accordance with its share in the ownership of the plot, the Municipality of Tivat would receive 30 percent of the area, Saulačić and his relatives 22,5 percent, and the main investor Arsić 47,5 percent of the built-up area. The Municipality owned 5/8 of the plot, and Saulačić, his sister and cousin from Ljubljana each owned 1/8, and in addition, the Municipality of Tivat also contributed the value of utilities, the payment of which it waived, in the amount of 804.086 euros.

So, according to this calculation made by Saulačić and agreed with Arsić (even without taking into account the value of the forgiven utilities), 1/8 of the plot owned by the Municipality was worth six percent of the area in the new building, and 1/8 of the plot owned by Saulačić was worth 7,5 percent. And now the good engineer Andro from RO “Obnova” Kotor says that “no damage was done to the Municipality of Tivat, but only to the Saulačić family”?

Mathematics is clearly not his strong suit (at least in public appearances and persistent attempts to deny something irrefutable).

Let us leave aside for a moment the well-known fact that "he who works with honey, licks his fingers", according to which Saulačić apparently concluded this deal with Arsić in 2007, and let us return to the final outcome of the whole deal, which arose after the signing of the controversial Annex II, the declaration of which is now being sought by the Municipality of Tivat in court. When that Annex was signed from the trunk by the former DPS mayor of Tivat, Dr. Siniša Kusovac, Instead of the originally contracted 30 percent, the municipality received only 18,5 percent of the built-up area in the new building, Saulačić and his relatives received 8,44 percent, while Arsić ultimately received as much as 72,81 percent of the building. A top-notch job in the public interest, no doubt.

Probably because everything was clean in that deal, and all its participants were simply elated by the final outcome, the new 13.000 square meter building has not been registered in the cadastre to this day. However, this did not prevent Saulačić from continuing to do business with legally non-existent buildings in the meantime, so last year he concluded a "preliminary contract for the sale and purchase of an apartment (PD 183 in building 1) with a certain VM - that is, residential space in a building that is officially not in the cadastre. Likewise, last year, engineer Andro concluded two gift contracts with members of his family for the spaces that fell to him in the "non-existent" building.

Probably because it is extremely satisfied with the way Saulačić negotiated this deal on its behalf and with the Annexes that were signed by the former DPS leaders of the city in the meantime, the Municipality of Tivat is now suing both Arsić and Saulačić, as well as his sister and his cousin, seeking the nullity of all these legal deals and compensation for the damage to the city, which the Municipality's legal representative estimates at at least one million euros.

I wrote about that lawsuit (and will continue to write about further developments in this regard) as a fact of interest to the public (primarily taxpayers in Tivat), which Saulačić is now trying to "bury" with a story about my alleged spreading of untruths.

I'm sorry that, while obviously doing my job, I will have to continue to "harass" him - at least until the Special State Prosecutor's Office, which is handling this case, books Saulačić a vacation at another address.
