The government will borrow 27 million euros from the European Investment Bank (EIB) to implement the Health Institutions Equipment Project, which includes the construction of a hospital in Pljevlja, a health center in the City Quarter, and a new hematology clinic in Podgorica, as well as the procurement of medical equipment.
The information on concluding the Loan Agreement with the EIB was adopted on March 19, while the Ministry of Finance is tasked with negotiating the final version and informing the Government about the results and submitting the final text for consideration and adoption.
"The project supports the construction of a new General Hospital in Pljevlja, which will replace outdated facilities to improve the availability of services in northern Montenegro, the construction of a new City Quarter health center in Podgorica, which will address overloaded primary health care services due to the rapid expansion of urban areas, and the construction of a new hematology clinic within the Clinical Center of Montenegro with a Center for PET CT Diagnostics, which will improve cancer diagnostics and treatment," the information states.
In addition, the document claims, more than 30 public health institutions will benefit from investments in modern medical equipment, such as magnetic resonance imaging, computed tomography and X-ray machines, among others, reducing waiting times for diagnostics and improving service delivery.
"The project is part of a broader program to modernize Montenegro's health sector, which includes a breast cancer screening project led by the International Atomic Energy Agency," the information states.
It states that the project consists of three components - providing equipment for more than 30 public institutions across Montenegro, construction of new health facilities and renovation of existing ones in key locations, and a project management component to support implementation.
“The medical equipment component brings significant improvements to healthcare delivery across the country. Hospitals, health centers and national institutes will receive state-of-the-art diagnostic and therapeutic technology. This includes imaging systems such as MRI, CT and CT scanners, advanced laboratory analyzers, modern surgical and anesthesia devices, intensive care equipment and systems that support digital management of patient information and hospital operations,” the document explains.
The construction and renovation component, it is claimed, includes the development of a new General Hospital in Pljevlja, replacing outdated facilities and increasing the capacity and scope of services to meet the needs of the community.
"A new health center will be established in Podgorica in the City Quarter, expanding access to primary health care for a rapidly growing area. In KCCG, the project supports the creation of a new hematology clinic equipped with PET-CT technology, which will significantly strengthen the country's diagnostic and therapeutic capacities for complex diseases," the government concludes.
The start of the project is planned for January 2026, and the procurement and installation of medical equipment is expected by December next year.
“Major construction works on the Pljevlja General Hospital and the City Quarter Health Center will begin in the first quarter of 2026, with a planned completion in December 2028. The new hematology clinic with PET-CT at the KCCG is planned to be operational by mid-2027. The adaptation and equipment procurement works will be closely coordinated in parallel, ensuring the timely delivery of all project components within this schedule,” the document states.
According to the Government Information, the withdrawal of funds can be made in a maximum of seven tranches, with the amount of each individual tranche being a minimum of four million euros, except in a situation where the remaining available loan amount is less than the specified amount, while the loan availability period is five years from the date of signing.
