The Pljevlja Municipal Assembly ceded land free of charge to the Housing Cooperative of Education Workers of Montenegro "Solidarno", thus creating the conditions for the construction of a residential building intended for education workers.
The decision was adopted with the prior consent of the Government of Montenegro.
The subject of the transfer is a cadastral plot of 1.459 square meters, within the Urban Planning Project "Stara ciglana", below the "Okov" store.
According to the planning documentation, this is a location intended for collective housing.
The land is transferred to the Housing Cooperative without compensation, exclusively for the purpose of constructing a residential building for the needs of educational workers of the Municipality of Pljevlja. The decision specifies that this real estate cannot be used for other purposes nor can it be subject to alienation to third parties.
The value of the plot, according to the findings and opinion of a court expert in the construction profession Mire Colovic from April 2025, it is estimated at 65.800 euros.
At the end of December 2025, the Government of Montenegro gave prior consent to the Municipality of Pljevlja for the alienation of real estate, which was a legal requirement for making a decision at the local level.
President of the Municipality of Pljevlja Dario Vranes is authorized to conclude a contract on the transfer of real estate with the Housing Cooperative on behalf of the Municipality with the competent notary, while all costs of implementing this legal transaction will be borne by the Cooperative.
Vraneš said that the location where the residential building will be built was chosen by the representatives of the Cooperative from several that were offered to them.
Independent councilor Saša Ječmenica believes that the educational workers should have been allocated a plot of land in another location and believes that a plot near the "Salko Aljković" Elementary School would be the best solution.
"In Pljevlja, we are facing a huge population exodus. In the 2003 census, Pljevlja had over 37.000 inhabitants, and today it has 24,5 thousand officially, and 21,5 thousand unofficially. So, in 20 years, we have lost a third of our population. The problem that we need to point out, and which is rarely talked about, is that educators will be left without a sufficient number of classes, so there will be a surplus. That is why we need to do everything we can to improve the lives and working conditions of educators. I also think this way about healthcare workers, and initiatives have already come from the police union," said Vraneš.
