The Notary Chamber of Montenegro announced today that Montenegrin notaries have begun digitally certifying documentation for the registration of business entities.
"The Notary Chamber of Montenegro informs the public that, following amendments to the necessary regulations (the Law on Business Companies, etc.), the conditions have been met for the application of the procedure for digital verification of documents in the procedures for registering business entities, and that as of today, April 14, 2026, Montenegrin notaries have begun performing digital verification of documents intended for the establishment, status changes and registration of business entities that are submitted to the Central Register of Business Entities," the statement states.
The Notary Chamber adds that the introduction of digital certification into the procedures for registering business entities and status changes of business companies further modernizes and improves legal transactions in Montenegro, bearing in mind that this enables digital certification of founding documents (decisions and agreements on founding, statutes and other acts), as well as contracts on the transfer of shares between founders (on which it is mandatory to certify the signature), thus ensuring more efficient, faster and safer implementation of registration procedures.
"The Notary Chamber of Montenegro emphasizes that notaries have worked intensively in the previous period to prepare for the implementation of this significant step in the process of digitalizing the legal system, through training, technical preparations and coordination with competent institutions, especially in terms of persevering to harmonize relevant regulations, primarily the Law on Business Companies, which has finally happened and notaries have been enabled to exercise the prescribed powers," the statement states.
They also said that the implementation of digital certification represents an important step towards a more modern and accessible provision of legal services, in the interest of citizens, the economy and the overall business environment in Montenegro.
"The Notary Chamber of Montenegro will continue to actively contribute to the processes of modernization and digital transformation of the judicial and economic system, with the aim of strengthening legal security and efficiency of institutions," it concludes.
