The Public Company for Coastal Zone Management has given the tenant of the Slovenska Beach bathing area, the company "Imperiall Carević", five days to remove the concrete pillars it had built into the beach and return the area to its previous condition, and if it fails to do so, the contract will be terminated.
This is stated in the warning letter before the termination of the contract, which "Vijesti" had access to, and which is signed by the director of the public company "Morsko dobro" Mladen Mikijelj.
"Imperiall Carević" is a company founded by Lazar Carević, the younger son of the former president of the Municipality of Budva, Marko Bata Carević, who owns the hotel of the same name on the roundabout, at the very entrance to the city, about a hundred meters from Slovenska Beach.
Carević's company dug holes on the beach at the end of last week and poured 15 concrete pillars for the future catering facility. The construction operations of the company "Carinvest" were engaged at that time.
"We urge you to immediately remove all irregularities within five days and adapt the location in question to the issued urban planning and technical conditions, otherwise the contract will be unilaterally terminated," states the warning signed by Mikijelj.
JP "Morsko dobro" today again submitted a request to the Municipal Inspectorate of the Municipality of Budva to carry out an inspection, whose inspector four days ago did not find any irregularities, despite the clear deviations that Carević's company made beyond the issued urban and technical conditions.
Based on reports from the field, the Control Service of the Public Company for Coastal Zone Management of Montenegro went to the field and visited location 10F in the municipality of Budva and recorded that works were being carried out on the field that were not in accordance with the UT conditions issued by the Public Company for the specified location.
As "Vijesti" was told, the Public Company sent a warning to the user of location 10F in the municipality of Budva before terminating the contract, giving the user a period of 7 days to adapt the location to the stipulated UT conditions, otherwise the contract will be unilaterally terminated.
The concreting of the bathing area on Slovenska Beach would not have been possible if the Municipality of Budva had not allowed the user to pass trucks through the ramp.
Officials of the Public Company Morsko dobro today made an official note, which "Vijesti" had access to, stating that the concreting was carried out in violation of the urban planning and technical conditions issued by the state-owned company, and that the future catering facility has a larger area than permitted.
"Official note made on April 14 on the circumstances of the official inspection of the condition of the premises in the area of the municipality of Budva, location Slovenska obala. The visit to the hotel beach marked with number 10F concluded that the user, the legal entity "IMPERIALL CAREVIĆ DOO" carried out work on digging in concrete footings in the central part of the beach, after which the concreting of the supports for the future construction of the temporary facility was carried out. In the specified area for setting up the bar, footings and supports were placed in an area of approximately 20 square meters, while for setting up the catering terrace, footings and supports were placed in an area of approximately 100 square meters. On the beach in question, the valid Program of Temporary Facilities in the Coastal Zone in the Municipality of Budva for the period 2024-2028. It is planned to install an open bar with an area of 12 square meters with a catering terrace of 35 square meters, the urban planning and technical conditions of January 23, 2026 strictly state that concreting for the installation of catering facilities is not allowed on the sandy parts of the beach," the official note reads.
As it is pointed out, it can be clearly determined that the planned catering facility will be set up in larger dimensions, and instead of a bar, a 20-square-meter bar will be set up, and instead of a 35-square-meter terrace, a 100-square-meter terrace will be set up.
"In addition to the above, it can be clearly established that the concreting and installation of concrete footings is contrary to the stated UT conditions," they emphasized in Morksi dobr.
The municipal inspector doesn't see the problem.
The municipal inspection made an official note four days ago, which "Vijesti" had access to, and in which they claim that they have no grounds to react, because Imperiall Carević is carrying out the work in accordance with urban and technical requirements.
"Official note made on 10.04.2026 at around 16 pm this public law body received an anonymous report via the call center regarding the illegal concreting of the beach near 'Bandžija'. The municipal inspector went to the scene at around 17 pm and carried out an inspection in the presence of the tenants of the said beach. On the beach 10F of the municipality of Budva, concrete footings were placed on an earlier date as a support for the future temporary assembly - disassembly facility - an open bar with a terrace and a toilet.
The lessee of the aforementioned beach, LLC "IMPERIALL CAREVIĆ", provided a signed contract with the Public Company for Coastal Zone Management of Montenegro, number 0206-128/5 dated 19.01.2026, as proof that it is a real and legal lessee, as well as the UT conditions, number 0206-128/7-Up dated 23.01.2026, issued by JPMD, to operate in accordance with the aforementioned regulations.
"Based on all of the above, the Municipal Inspector had no basis for any further action on this report," the official note states.
