Deployment of the wife of the Mayor of Danilovgrad Municipality Aleksandar Grgurović pulled Jakov Milatović to a job position at the Clinical Center of Montenegro for which she did not meet the requirements, led to a threat to the public interest, which indicates the existence of corruption.
This is the position of the Agency for the Prevention of Corruption (ASK), which concluded that the transfer Jelena Grgurovic The appointment of a professional for occupational safety and health to the workplace, which "Vijesti" wrote about in March, may affect the integrity of the KCCG.
"It is recommended that the public health institution, KCCG, consistently respect all positive legal regulations in future employment/placement procedures in a manner that does not raise suspicion of the existence of corruption risks and does not question the integrity of the institution," reads the opinion, which "Vijesti" had access to.
Until recently, Head of the Occupational Health and Safety Service of the KCCG Miljan Vujović Two months ago, he claimed that he was removed from that position after he pointed out that a person who did not meet the legal requirements had been brought to the position of expert in that sector.
He then told "Vijesti" that the director of KCCG Aleksandar Radovic appointed Jelena Grgurović to that position, alluding that she "deserved" it because she is the wife of the mayor of Danilovgrad and the godmother of the president of the state.
The KCCG administration claimed that they did everything according to regulations, that her husband did not in any way influence her assignment to another job, while the head of state's office did not respond to the editorial team's questions about whether Milatović was aware of the case and whether he participated in Grgurović's promotion in any way.
That Grgurović's reassignment from the position of health technician at the Clinic for Gynecology and Obstetrics to the position of occupational health and safety professional was accompanied by irregularities is confirmed by Director Radović's response from March this year to Vujović's urgent request.
However, in their response to "Vijesti" they do not mention this, but rather claim that Grgurović does not hold that position and that she was assigned to the position in accordance with the laws and regulations of that institution. In their response, they omitted the fact that she has since been hired as an associate for the safety of hazardous materials in the Department of Epidemiology.
After analyzing all submitted documentation, ASK concluded that Grgurović, at the time of her assignment to the position of occupational health and safety expert, did not meet the requirements prescribed by the Law on Occupational Health and Safety, as well as the Rulebook on Internal Organization and Job Classification of the KCCG.
It was determined that Grgurović graduated from the Faculty of Metallurgy and Technology, with a degree in environmental protection, and gained work experience as a health technician at the Clinic for Gynecology and Obstetrics since 2020, "which further implies that this person could not have been exempted from taking the professional exam for the specified position, as provided for in Article 39 of the law."
"The annex to the contract assigning JG to the position of professional for occupational health and safety was signed on 03.12.2024, while the professional exam for persons performing occupational health and safety tasks was passed on 07.07.2025. Upon review of these documents, it is assessed that JG performed the tasks of a professional for six months for which she did not meet the requirements," states the opinion signed by the previous acting director of ASK Dušan Drakić.
It is emphasized that by offering and later signing the annex to the contract, KCCG violated the provisions of the Law on Occupational Safety and Health and the Rulebook on Internal Organization and Job Classification of KCCG, and therefore Article 4 of the Law on the Prevention of Corruption.
"According to the above, it is concluded that the allegations in the complaint are well-founded and indicate the existence of corruption in the process of hiring JG as an occupational health and safety expert," ASK concluded.
They explain that the head of the institution is responsible for implementing legal regulations and internal acts that systematize jobs and that he should ensure the smooth implementation of these legal acts in order to reduce the number of potential situations that pose a corruption risk for the CCCG.
The dismissed mayor Miljan Vujović, who publicly expressed suspicions of corruption in this case and reported it to ASK, previously told "Vijesti" that Grgurović joined the occupational health and safety service in December 2024, adopting an annex to the contract assigning her to that position from the position of midwife.
At that moment, he claims, he did not know that she had not passed the professional exam, which is a necessary requirement according to the Act on Systematization of Jobs, and he found out about it a few months later, which she confirmed to him.
Vujović pointed out that after pointing out irregularities and endangering the hiring of people who do not have a professional exam and license, his position in the KCCG is changing. He was removed from his position without evidence that he had mismanaged the service or made an omission, which, as he announced, he will challenge before the Basic Court in Podgorica, to which he filed a lawsuit after unsuccessful mediation before the Agency for Peaceful Dispute Resolution.
