Zenović: Budva brought to anarchy; Kralj: Municipality knowingly adopted illegal program of temporary locations

The leader of the "Movement for the City" and a councilor of that group of citizens in the Budva parliament, Đorđe Zenović, said that Budva found itself in a big problem due to the Government's decision to suspend the Temporary Locations Program in the territory of the Budva municipality for the period until 2028.

"Okay, we know that the Temporary Facilities Program, which was adopted in August last year, is both illegal and unenforceable. We warned about this at the Budva Municipal Council session itself, just as we warned about many other harmful decisions, which have recently turned out or will soon turn out to be costly for the city. But it is interesting that the Government of Montenegro activates Article 184 of the Law on Local Self-Government and suspends the implementation of the Program. A few months ago, such a draft decision was already before the Government, but it was withdrawn for reasons unknown to us, so they decided to make such a decision at the very beginning of the season," Zenović said.

According to him, it is obvious that neither the local nor the state government is thinking about the consequences of their own decisions for citizens and the tourist season, and thus they are now bringing the city to the brink of anarchy.

"Of course, traditionally around May 1st, tables, chairs, shops, kiosks and other objects are brought out to public areas as much as possible, only now is this a great situation for hunting in the dark. Again, we have the Municipality of Budva that does not respect either the laws or court decisions or its own decisions, so I am not sure how much it will respect the decisions of the Government. A very strange moment for a logical and only correct decision, certainly," Zenović emphasized.

Kralj: Municipality knowingly adopted illegal Program

The representative of the Budva Board of New Serbian Democracy, Nikola Kralj, announced that the Municipality consciously adopted an illegal program of temporary locations, despite clear warnings from the competent institutions.

"After the Municipality of Budva, thanks to the 'ability' of the DPS and their loyal servants, fell into a liquidity crisis through millions in purchases of dilapidated buildings and settlements with DPS tycoons and friends, it was forced to borrow from local companies in order to pay salaries to its employees. Today, Budva is threatened with new lawsuits and account blockages - as a direct consequence of the policies of the DPS and their henchmen," says Kralj.

The temporary facilities program, as he recalled, had been in development since 2023 and was delayed by two full tourist seasons, which damaged the municipal budget by hundreds of thousands of euros.

"I believe that responsibility for such actions will be determined and prosecuted. And then in 2025, an even greater injustice occurs - tenants who had locations under the old Program are given the option of annexing the contract, while illegal facilities, close to the 'Budva our city' group and today's DPS, operate without control and without a single cent paid to the Municipality. Absurd, illegal and to the detriment of all citizens of Budva," Kralj pointed out.
