The Council of the Cyber Security Agency did not hold an extraordinary session yesterday, so the Agency will continue to function without management staff in the positions of assistant directors, it was announced to "Vijesti".
The agency has been in an acting capacity since its establishment, and the competition for the selection of a full-time director is open until May 19th.
The session of the Cyber Security Agency Council, at which a decision was to be made on the election of two assistant directors, was scheduled for Monday, but it was not held, and an extraordinary session was then scheduled for Wednesday, May 13.
According to the President of the Council Jovan Kljajić, the Agency has seven assistant positions planned, and the session was supposed to elect acting assistant directors for international cooperation and expert supervision.
The session yesterday, however, was not held:
"A member of the Council of the Cyber Security Agency, a representative of the General Secretariat of the Government of Montenegro, informed me that due to previously undertaken business and private obligations, he is unable to attend the Council session. Considering the above, there is no necessary quorum for the Council session to work and make decisions," Kljajić told "Vijesti" yesterday.
The agency is currently operating without a single member of the Council, Kljajić confirmed to "Vijesti":
“I can confirm that Prof. Dr. Savo Tomović", a member of the Council of the Cyber Security Agency appointed at the proposal of the University of Montenegro, has resigned from his membership in the Council," he said.
As he added, the Ministry of Public Administration will be notified of the submitted resignation, so that, in accordance with the prescribed procedure, further activities can be undertaken towards the University of Montenegro in order to propose a new member of the Agency Council.
"According to the information I currently have, the University of Montenegro has not yet submitted a proposal for a new member of the Agency's Council," Kljajić told "Vijesti".
The University of Montenegro did not respond to the editorial team regarding whether and when the University will propose a new member.
According to the Law on Information Security, which was adopted in December 2024, the Cybersecurity Agency was supposed to be established by the end of March of that year at the latest. However, the government only appointed the acting director in early December last year. Samira Orahovac, and at the end of the same month, the president and members of the Agency Council.
At the end of April, a public competition was announced for the selection of a full-time director, and according to the Human Resources Administration website, the competition is open until May 19th.
According to the Law on Information Security, the Agency Council has a president and four members, appointed and dismissed by the Government. The president of the Agency Council is proposed by the Ministry, and one member is proposed by the University of Montenegro, the Chamber of Commerce, the General Secretariat of the Government, and the Agency from among its employees.
According to the Information adopted by the Government at a recent session, it was indicated that the Agency cannot be fully operationally ready unless adequate space for its work is urgently provided.
As stated, further delay in resolving this issue poses an institutional and operational risk.
The information also points out the conditions that the future space should meet. It is recalled that the data center is located in the premises of the "Vektra" building in Podgorica, and that the choice of space for the Agency's work "must objectively be limited to a radius of up to one kilometer from the specified location."
Additionally, as the document states, the Government Security Operations Center GSOC is located in the Atlas Capital Center, which "further confirms the justification and necessity of spatial restrictions within the same radius."
The information also states that the space provided for the Agency's needs "must, in addition to location requirements, also meet special functional, technical and security requirements"...
In addition, as stated, the space must have the capacity to conduct training and coordination activities with entities of particular importance, including critical infrastructure entities, taking into account the supervisory, coordination and preventive role of the Agency in the national cybersecurity system.
