Prosecutors examine KCCG promotion: Case filed following report of misconduct in service

The Agency for the Prevention of Corruption (ASK) submitted documentation regarding the controversial employment to the Podgorica Basic State Prosecutor's Office last week. J. "On April 29, 2026, the Basic State Prosecutor's Office requested the submission of the case file, bearing in mind that a case was filed before that prosecutor's office based on a criminal report filed by the whistleblower, or the complainant. Criminal charges against the director of KCCG Aleksandar Radović and the former director of the legal department, as well as possibly other, currently unknown persons, was filed by the dismissed head of the Occupational Health and Safety Service Miljan Vujović.

Deployment of J. G, wife of the President of the Municipality of Danilovgrad Aleksandar Grgurović pulled Jakov Milatović, to a job position in KCCG for which she did not meet the requirements, led to a threat to the public interest, which indicates the existence of corruption. This is the position of the ASK, which concluded that the transfer of JG to the position of occupational health and safety expert, which "Vijesti" wrote about in March, may have an impact on the integrity of KCCG.

"The annex to the contract assigning JG to the position of professional for occupational health and safety was signed on 03.12.2024, while the professional exam for persons performing occupational health and safety tasks was passed on 07.07.2025. Upon review of these documents, it is assessed that JG performed the tasks of a professional for six months for which she did not meet the requirements," states the opinion signed by the previous acting director of ASK Dušan Drakić.

It is emphasized that by making the offer and later signing the annex to the contract, KCCG violated the provisions of the Law on Occupational Safety and Health and the Rulebook on Internal Organization and Job Classification of KCCG, and therefore Article 4 of the Law on the Prevention of Corruption.

ASK, responding to additional questions from "Vijesti", said that on March 4 this year, they "submitted an opinion to the KCCG setting a deadline for submitting a report on actions taken regarding the recommendation contained in the opinion in question, which the institution did."

"Given that KCCG submitted a report and accepted to act on the recommendation, the Agency did not inform the authority responsible for supervising its work, which would constitute an obligation in the event of a contrary action," the response states.

The former head of the Occupational Health and Safety Service of the Croatian Civil Aviation Organization (KCCG), Miljan Vujović, claimed two months ago that he was removed from that position after he pointed out that a person who did not meet the legal requirements had been brought to the position of expert in that sector.

He then told "Vijesti" that the director of KCCG Aleksandar Radović appointed J. G. to that position, alluding that she "deserved" it because she is the wife of the mayor of Danilovgrad and the godmother of the president of the state.

The KCCG management claimed that they did everything according to regulations, and that her husband had in no way influenced her assignment to another job.

The office of the head of state, after publishing the text about the ASK opinion, responded that President Milatović had nothing to do with this personnel procedure.

"The President of Montenegro did not participate in the deployment, appointment, promotion, or any personnel decision at the KCCG," they responded.

The KCCG also subsequently announced that JG had been employed almost a decade ago as a health technician at the Clinic for Gynecology and Obstetrics, and that during her employment, she graduated and acquired the appropriate professional qualifications necessary for assignment to a position in the Occupational Health and Safety Service, because the law allowed her to do so, and in the interest of the institution, in order to improve the work of the Service.

"We also emphasize the fact of correct collegial relations during the period when the aforementioned employees were assigned to the same Service, so J. G., who can confirm the same, was more than surprised by Miljan Vujović mentioning her name in the media, and questioning that family ties were the reason for her assignment. Thus, such behavior can be understood as an attempt to discredit the KCCG administration without feeling for the position of her colleague, and with the aim of maintaining her own position," claim the KCCG administration.

They also said that in 2025, Vujović was assigned to the position of Head of the Occupational Safety and Health Service, after which "there was a breakdown in relations between employees in the Service, which resulted in extremely damaged interpersonal relations and multiple reports filed by employees against Miljan Vujović...".

"The leadership of the KCCG categorically and unequivocally rejects any insinuation regarding corruption and nepotism, with full material and criminal liability, as well as any insinuation about any form of communication or intervention during the implementation of employment procedures, even when the names of the mayor and president of a country are mentioned," the largest health institution said.

In relation to the ASK recommendations, they emphasized that KCCG "even before receiving this recommendation, acted in accordance with all positive legal regulations and removed any suspicion of corruption."
