Although the first phase of construction of the long-awaited new kindergarten in Bar was supposed to be completed in January this year, that deadline was missed and the second phase did not begin on time. The reason for this, according to the competent ministry, is administration and procedures.
From the Ministry of Education, Science and Innovation (MESI), headed by Anđela Jakšić Stojanović, told "Vijesti" that the construction work on the new kindergarten in Bar is currently in the final stages of the first phase of the project.
The originally planned schedule of works was postponed due to the need for additional technical adjustments and adaptation of the work to the situation on the ground, the government department stated, and the circumstances that affected the schedule of project implementation have since been eliminated.
"The Ministry of Education, Science and Innovation, in cooperation with the Ministry of Public Works, is implementing this project with the support of the Council of Europe Development Bank (CEB). In this context, administrative activities and procedures are currently underway that need to be coordinated with the CEB before announcing a public tender for the selection of the contractor for the second phase of the project," they told the newspaper.
3.194.149 euros is the value of the first phase of works
After implementing all planned activities and legal procedures, the Ministry of National Infrastructure and Transport adds, in accordance with the Public Procurement Law, they expect that works within the second phase will begin once all legally prescribed procedures are completed.
When asked about the final deadline for the implementation of works on this project, they replied that the Ministry of Education, Science and Innovation and the Ministry of Public Works will continue to "make maximum efforts to implement the project within the planned framework, with full respect for all legal procedures and quality standards for the execution of works."
The deadline for completing the primary phase, worth 3.194.149 euros, which began in May last year, was 254 days (eight months) from the start of work, and the final deadline for the construction of the kindergarten is scheduled for 18 months from the start, which should be in November this year.
Head of government Milojko Spajic (Europe Now Movement) laid the cornerstone for the construction of this facility in Bar on May 6, 2025, symbolically beginning the execution of works on the first phase of the project, which has been of interest to the local community and the wider public for more than six years.
In addition to Spajić, the first man of Bar attended the celebration of the beginning of construction Dušan Raičević (Democratic Party of Socialists), Minister Jakšić Stojanović, Minister of Public Works Majda Adzović and the then Minister of Transport Maja Vukićević and numerous other officials of the Bar local government, councilors...
Jakšić Stojanović said last May that this kindergarten will be able to accommodate a minimum of eight nursery and 11 kindergarten groups. According to her, the conceptual design was done by the company “Biro 8100” from Podgorica, which created a combination of traditional and modern.
More than seven years have passed since the felling of about 90 century-old cypress trees in the courtyard of the Bar Gymnasium for the purpose of building a kindergarten, which was opposed by numerous citizens of Bar and demanded an alternative location for the project.
Today, it is being built on the exact location that the people of Bar were proposing during the protests in late 2018 and 2019.
In January 2019, before dawn, the machines began cutting down trees despite the loud opposition of the Baran people. Mass protests followed... The cypress trees were cut down with the help of security, secretly from the Baran and Baran women who protested against this decision by the then government. Duško Marković (DPS).
The protests at the time grew into a mass ecological and civic movement which, after months of rebellion, aimed to get Marković to give up his primary location in the Gymnasium courtyard.
