JRDS-RTCG Union: Council to get answers about unclear contracts, tenders and millions in costs

There are many hidden and open questions that the members of the RTCG Council should be clear about before they vote in good faith, with utmost responsibility and professionalism, for the financial report of the Director General of the Public Service, Boris Raonić. Needless to say, there is a risk of repeated abuse of official position.

This was stated by the Trade Union Organization of the Public Broadcasting Service of Radio and Television of Montenegro (JRDS-RTCG) ahead of today's session of the RTCG Council.

"Raonic and (Council President Veselin) Drljevic are in a hurry to have their financial report for 2025 adopted. Which passed the auditor. The one who stated that they are working according to the rules. Admittedly, those contrary to the law. That is why the members of the Council, the regular ones, and especially those with suspended sentences, should know the details of that report," the Union said in a statement.

They pointed out that it is still unknown for what purpose the service contracts are drawn up, which, as they say, are unavailable to the public, and why some RTCG employees have service contracts where the hourly wage is five times higher than the regular one.

In the statement, they also asked a number of other questions to the RTCG management.

"Are 'copy-paste' responses to complaints about apartments a new tariff at RTCG, so that for this type of copying a law firm was awarded 15 thousand euros in 2025, while the costs magically remain at the level of previous years? Was that a reward for the 44 pages of the complaint that they used to redress the Basic Court's verdict that Raonić was illegal? Is the Council aware that over 100 cameras were illegally installed inside the RTCG building, which is more than in Spuž. Are Raonić and Drljević already practicing this for the future environment in their illegal managerial flash of imagination? How will you book, cross or write off 700 m2 of business space that Raonić ceded to the contractor, according to the tender and contract that he subsequently presented to the Council? Do you have information that with the RTCG building you opened a real estate and rental market, where Raonić's favorites who were brought to RTCG a few years ago earn money? Under what code in the costs is the advance payment of "15 thousand euros paid to a certain MI to make Raonic's portal the most read in the world? Why are over 90% of tenders concluded for a maximum specified amount?", the statement states.

The Trade Union Organization pointed out that the Council would have to seek answers to many questions that Raonić and his services, as they claim, are hiding well.

Therefore, they recommended that the Council obtain explicit answers to the following questions before any vote: gross balance, final entries with an analysis of all costs; costs of fees and contracts for additional work; costs of film and series programs - who is paid in advance? What co-productions are in question?; analytical card of business trips, building maintenance costs - which companies have been hired; software maintenance costs.

The Trade Union Organization asked whether Raonić, with the new Proposal for Amendments to the Rules of Internal Organization and Systematization of Jobs, is opening advisory, coordination-assistant positions in order to reward loyalists who did not care about the persecution of colleagues, but, as they state, embellished the illegal situation and reality with statements at Raonić's expense. They added that it would not be the first time that obedient and servile members of the Council have been rewarded with jobs after a mandated vote.

"Will the jubilee 2000th change in systematization be worth taking shape, and will the public, after a long five years of waiting, finally see the complete systematization table, or will its concealment continue in order to make it easier to accommodate Raonic's staff?" the union asked, and in the appendix, they submitted, as they said, all the unanswered questions that indicate that it is Raonic who is creating the chaos in which he best and most lucratively manages.

"Finally, just a statement on the offered Open Day... to Raonic and everyone who helped him in his unprecedented mockery of reason and public media service: the exit door is wide open for you," concluded the union organization.
