Dukaj and Azemović signed a project to implement the CAF quality management model

The Ministry of Public Administration (MPA) and the Ministry of Diaspora have signed the Terms of Reference for the implementation of the CAF (Common Assessment Framework), one of the most important tools of the European Union for improving the quality of work and organizational excellence in the public sector, the MPA announced.

As they state, while thanking the Ministry of Diaspora for its cooperation, the Minister of Public Administration Maraš Dukaj said:

"Today we confirm our commitment to building public administration in Montenegro according to European standards of quality, accountability and continuous improvement."

They add that the MPA, as the bearer and promoter of the CAF model in Montenegro, has been working for years to ensure that the culture of quality becomes an integral part of the work of our institutions.

"Our vision is not for CAF to be a standard for individual bodies and institutions, but a quality standard for the entire public administration - a tool that helps us continuously improve the quality of our work," said Dukaj.

Minister of Diaspora Mirsad Azemović assessed that the introduction of the CAF model represents a significant step in further modernizing the institution and harmonizing it with modern European standards of public administration.

"The Ministry of Diaspora is committed to continuously improving its capacities and quality of work in order to respond to the needs of our diaspora in the most efficient and modern way possible. The CAF model will help us further improve organizational processes and develop a culture of quality as the foundation of a modern and accountable public administration," said Azemović.

Dukaj, it is reported, emphasized that the Ministry of Diaspora has a particularly important role because it connects Montenegro with its citizens around the world, their knowledge, experience and potential, which represent an important resource for the development of the country.

"By introducing the CAF model, the Ministry of Diaspora joins institutions that, by applying European quality standards, strengthen efficiency, improve organizational performance and create the prerequisites for providing even better services to citizens and the diaspora," they said in a statement.

"No reform by itself brings about change. Changes are brought about by people. It is precisely the employees in institutions who are the most important drivers of the modernization of public administration," concluded Minister Dukaj.
