MZ Stari grad: Have all the conditions been met for the installation and use of the terrace in front of the old town walls?

The Local Community (MZ) of Stari Grad has asked the competent institutions and the Municipality of Budva to respond to the question of whether all legal and administrative requirements for its installation and use have been met, regarding the installation of the "Savaya" restaurant terrace in front of the Old Town walls.

"We are particularly seeking answers to the following questions. Is there a valid contract with the Municipality for the use of the location in question, concluded after the tender procedure? Has a contract been concluded with the competent municipal company for waste disposal? Have all necessary approvals been obtained for the installation of a terrace in the area of ​​the Old Town walls?", the statement from the Stari Grad Local Community states.

As they state, considering that the plan for temporary locations has not yet been finalized, and that the tender procedure has not yet been carried out, citizens have the right to know whether public areas are managed transparently and under equal conditions for all economic entities.

"If the terrace was installed before the completion of the prescribed procedures, it is necessary to determine responsibility and explain whether certain entities were provided with privileged conditions. Of particular concern is the fact that the competent institutions have not provided a public explanation to date, despite the great interest of citizens. The silence of institutions in situations where there are justified doubts further deepens doubts and undermines public trust in the transparency of the work of local government," the Stari Grad Local Government said in a statement.

Therefore, they expect, as they point out, an urgent and clear statement from the competent authorities, as well as a determination of whether all legal procedures and prescribed conditions for the installation and use of the terrace in question have been complied with in this specific case.

"Timely and clear information from institutions is the only way to remove all doubts and confirm that public areas are managed legally, transparently and in the interests of all citizens and business entities under equal conditions," the statement concludes.
