Establishing a secure network of state authorities is an important step towards building a modern, efficient and cyber-resilient public administration, said Minister of Public Administration Maraš Dukaj, adding that the network will be interoperable with regional and European systems.
As announced by the Ministry of Public Administration (MPA), Dukaj said this at the presentation of the "Feasibility Study for a Secure Network of State Bodies of Montenegro", developed as part of the project "Support to Digital Transformation in Montenegro", which the MPA is implementing in partnership with the United Nations Office for Project Services (UNOPS).
In the introductory part of the event, Dukaj emphasized that digital transformation is one of the key strategic priorities of the Government of Montenegro and emphasized that establishing a secure network of state authorities is an important step towards building a modern, efficient and cyber-resilient public administration.
"Today we present a document that represents the foundation of one of the most important infrastructure investments in the process of digital transformation of Montenegro. A secure state network is not just a technological project - it is the basis for the reliable functioning of institutions, the protection of citizens' data and the development of modern electronic services," said Dukaj.
He recalled that the project directly contributes to the achievement of the goals defined by the Digital Transformation Strategy, the Public Administration Reform Strategy, and the Cybersecurity Strategy, confirming the state's commitment to building a modern and digitally developed society.
Dukaj thanked the partners from UNOPS for their continued support during the implementation of the project, as well as KPMG for the professionally prepared Study, which represents a quality basis for the next phases of the development of a secure state network.
As stated in the statement, the Feasibility Study included a detailed analysis of the technical, economic, financial, legal and environmental aspects of the project, and its conclusions confirm that establishing a secure network of state authorities is a strategically justified investment with long-term benefits for the state, institutions and citizens.
"The proposed network model will enable more stable operation of key state services, improve the continuity of institutional operations, reduce the risks of system interruptions, strengthen data protection and significantly improve the level of cybersecurity in public administration," the MPA pointed out.
They added that during the preparation of the Study, special focus was placed on the long-term sustainability and development potential of future infrastructure.
"The network is intended to be flexible, scalable and ready to support the future needs of the state, including the development of new digital services and advanced electronic services for citizens and the economy," explained the MPA.
Speaking about the significance of the project, Dukaj emphasized that digital infrastructure today has the same development value that roads, railways, and energy networks once had.
"We are not just building a network between institutions, but a network of trust between the state and citizens. Every secure digital service, every protected data and every available electronic service represents concrete proof that the state can be efficient, modern and reliable," said Dukaj.
He added that, just as generations before us built roads and power grids, this generation is building a digital infrastructure that will serve citizens for decades.
"The future network will be interoperable with regional and European systems, based on standardized technologies and fully compliant with European and NATO security and digital infrastructure standards," said Dukaj.
According to him, the message is clear - a secure state network represents a digital highway that will carry all future public services in Montenegro.
"With this project, we are building the foundations of a digital state that will be safer, more efficient and more accessible to all citizens," concluded Dukaj.
The presentation of the Feasibility Study, as stated by the MPA, marks the completion of an important planning phase of the project and represents a significant step towards establishing a modern, secure and reliable digital infrastructure that will support the further digitalization of public administration and improve the quality of services provided by the state to citizens and the economy.
