The building of the former Psychiatric Clinic of the Clinical Center of Montenegro in Podgorica could be adapted into a Regional Crisis Center for Support to Victims of Sexual Violence, for which it has been preliminarily estimated that around 400.000 euros will be needed, according to information on the need to adapt the building of the former Psychiatric Clinic of the Clinical Center of Montenegro in order to establish a Regional Crisis Center for Support to Victims of Sexual Violence, prepared by the Ministry of Social Welfare, Family Care and Demography.
The document emphasizes that Montenegro, through its international obligations, the process of accession to the European Union, the Strategy for the Prevention and Protection of Children from Violence for the period from 2025 to 2029, and the Reform Agenda, has undertaken the obligation to establish regional crisis centers for the protection of victims of sexual violence.
It was specified that the establishment of the center in Podgorica is one of the conditions that the state needs to fulfill by the end of next year, which is why it is necessary to provide adequate space for its work without delay.
The building of the former KCCG Psychiatric Clinic, which is state-owned, has been proposed for this purpose. Last year, the building was ceded to the Museum of Contemporary Art of Montenegro for temporary use, with the prior consent of the Government.
According to information from the Government document, this is a facility that is in poor structural condition and requires rehabilitation, adaptation and equipment so that it can be used in accordance with current standards.
The Ministry of Social Welfare estimated that at least 400 square meters of space would be required for the operation of the future center, while an analysis of the facility determined that around 620 square meters could be adapted for the needs of the center, which fully meets the program and functional requirements of the institution.
It is planned that the center will include an organizational unit for children based on the Barnahus model, as well as a separate organizational unit for adult victims of sexual violence.
The information states that the location within the Clinical Center complex represents an additional advantage because it allows direct access to health services and easier coordination with other institutions involved in the system of protection of victims of sexual violence.
The rehabilitation and adaptation should be carried out by the Ministry of Public Works, depending on the available budget funds.
