Improper disposal of dead livestock and pets can endanger human health, contaminate soil and groundwater, and contribute to the spread of infectious diseases. Although there are regulations governing this area, the public knows little about how the system works, who controls it, and whether the state has sufficient capacity to safely dispose of animal waste.
