Last year, the Agency for Construction and Development of Podgorica collected 28.736.918 euros, based on the contract for communal equipping of land, which is 80 percent more than the originally planned amount, according to the report on the work of that city enterprise for last year.
The document also states that the Agency, based on the urban rehabilitation contract, collected a total of 453.575 euros.
"In 2025, a total of 191 contracts for the fee for the communal equipment of construction land were concluded, of which 70 contracts were concluded with natural persons and 121 contracts with legal entities. Last year, 32 contracts for the fee for the communal equipment of construction land for illegal structures were also concluded, i.e. contracts for the fee for urban rehabilitation, of which 29 contracts were concluded with a one-time payment method, while three were concluded in installments," the report, signed by the head of the Podgorica Agency, Bajko Vučićević, states.
City councilors, "Vijesti" unofficially learns, will discuss the operations of the Agency, other companies and institutions at the end of the month.
According to the Work Report of the Agency for Construction and Development of Podgorica, this city enterprise completed 63 major projects last year, while the construction of 38 of them is underway.
"694.344 euros were spent on the preparation of technical documentation. 3.004.717 euros were spent on the development and equipping of locations. The communal equipping of locations within the scope of several detailed urban plans was carried out, based on obligations towards the investors of the facilities with whom contracts for compensation for the development of construction land were concluded: 'Dajbabe - Zelenika, part of planning zone 11', 'Block 35-36', 'Residential Community VI - Kruševac', 'Donja Gorica - corridor of the Cetinje road and the Southern bypass'...", the document states.
Almost six million euros were spent on the construction and renovation of roads and bridges in the capital.
"In 2025, the construction and reconstruction of a large number of roads was completed, among which two boulevards stand out: Veljko Vlahović Boulevard and Pera Ćetković Boulevard. Ljubović and Špira Mugoše Streets in Stara Varoš were also reconstructed, as was the section from VIII Montenegrin Assault Brigade Street to Drvarska Street in Konik... A landslide on the local road Pričelje - Spuž was repaired, two bridges on the Opasanica River in Lijeva Rijeka and one in Piperi in Bjelopavlić were adapted," the document states.
They remind that the construction of Veljko Vlahović Boulevard has been completed, and that the continuation of the work is planned for this year.
When it comes to high-rise buildings, the Agency notes that they worked on the City Theater and a multi-purpose facility in the Zagorič neighborhood.
"390.426 euros were spent on the City Theater, and 991.982 euros on the multi-purpose facility in Zagorič," the report states.
They also point out that the Agency, on behalf of the Capital City, used and maintained several business premises in Podgorica, and that a little over 1,1 million euros were charged for that period.
The Capital City's budget for last year transferred 1.760.000 euros to the Agency, "of which 205.975 euros were paid for value added tax (VAT) on income from the lease of business premises."
According to the document, 1.078.413 euros were spent on employee salaries, and 37.622 euros on jubilee awards, benefits, severance pay and worker insurance.
It is also stated that last year the Agency conducted 242 court cases with individuals and legal entities.
