The Constitutional Court of Montenegro has published a plan for resolving constitutional complaints, according to which the goal is to reach decisions in all cases formed upon complaints filed during 2025 by December 31.

There are currently 789 unresolved constitutional appeals from last year before the Constitutional Court.

The Head of the Constitutional Appeals Department, Milan Vukčević, said that the Court is already acting and making decisions in cases where there is well-established constitutional court practice, stating that all such cases from 2025 will be completed by September 10th at the latest.

"As a rule, we resolve constitutional appeals in the order in which they are received, but the dynamics of decision-making also depends on the complexity of each case. Some cases require a more detailed legal analysis and a comprehensive review of the factual material. At the same time, we prioritize detention cases, of which we currently have only 25, all of which were received during this year," said Vukčević.

He pointed out that some advisors began processing cases from 2025 in June, which shows that achieving the set plan by the end of the year is realistic.

"Our goal is to decide on all constitutional appeals from 2025 by the end of the year. However, deadlines will under no circumstances take precedence over the quality of decisions, so some particularly complex cases may require more time," said Vukčević.

The Constitutional Court, in accordance with the Case Resolution Plan and Program, completed all constitutional appeals from 2024 by the end of June. This achieved a historic result: for the first time since the establishment of jurisdiction to decide on constitutional appeals in 2007, there are no constitutional appeals before the Court older than last year.

In the first six months of 2026, the Constitutional Court received 717 constitutional appeals and resolved 1001. In the same period, the Court received 55 cases in the field of normative control of regulations and resolved 52.
