MPA: Montenegrin and Kosovo companies will be able to operate without administrative barriers and complicated procedures

The Minister of Public Administration of Montenegro, Maraš Dukaj, and his Kosovo counterpart, Lulzón Jagdžiu, signed a bilateral Agreement on the Mutual Recognition of Qualified Electronic Trust Services and Electronic Identification Schemes today in Pristina.

As announced by the Ministry of Public Administration (MPA), with this historic step, the two countries have formally removed digital barriers, laying the foundation for modern and efficient cross-border cooperation.

The department said that the document guarantees the equal legal effect of electronic signatures and seals in Montenegro and Kosovo, and that the greatest benefit of the agreement will be felt by businessmen and citizens of both countries.

"This means that Montenegrin and Kosovo companies will now be able to operate immediately, without administrative barriers and complicated procedures," the statement explains.

It is stated that, at the same time, the way is open for public administrations to develop joint cross-border e-services that will make the daily lives of citizens easier.

Dukaj said that by signing this agreement, Montenegro and Kosovo are formally erasing digital borders.

"We are showing that the Western Balkans region can and knows how to cooperate at the level of the most modern European standards. Digitalization is our fastest bridge to the European Union," said Dukaj.

Jagdziju assessed that the Agreement represents an important step in advancing Kosovo's digital transformation and strengthening bilateral relations with Montenegro.

"Kosovo and Montenegro have very good friendly relations based on shared values, mutual respect and shared European aspirations. Today's agreement is another step towards their further strengthening," said Jagdziju.

The MPA said that by signing the document, the department is fulfilling key obligations from the Reform Agenda for the period 2024-2027, as well as from the Common Regional Market Action Plan.

As stated in the statement, after today's ceremonial act, the teams of both ministries will immediately begin the next phase of work, which includes establishing technical interoperability and full operational implementation of the system in the field.
