President of the Municipality of Ulcinj Genzi Nimanbeg On Tuesday, he is scheduled to present a report on his work and that of the administration he heads for the past year to the local parliament members.
The report includes an impressive series of meetings between Nimanbegu and officials and businessmen from the country and abroad, highlights numerous activities of importance to the local community, and recalls previously initiated projects, those that are ongoing, those that have been completed, and new ones are being announced...
Thus, the Office of the President's Office recalled at the beginning of the Report that Nimanbegu "achieved continuous and successful cooperation with officials from the country and abroad, representatives of the diplomatic corps, domestic and foreign investors, contractors, representatives of international financial institutions, citizens, as well as representatives of international and domestic non-governmental organizations and other relevant entities."
"Activities were aimed at efficiently resolving current issues on the territory of the Municipality of Ulcinj, as well as at planning and implementing development projects of strategic importance for the economic and cultural development of the Municipality. During 2025, the Office of the President and the Municipality of Ulcinj were visited by a significant number of domestic and international officials, as well as prominent individuals from the fields of politics, economy, culture, art, sports and science. Among the most significant visits are meetings with the President of the Republic of Albania, the former President of the Republic of Kosovo, the Prime Minister of Montenegro, as well as the visit of the President of Montenegro, which further confirmed the importance of the Municipality of Ulcinj at the national and regional level. Also, meetings were held with representatives of the diplomatic corps, including ambassadors of several European countries, as well as representatives of partner municipalities within international and IPA projects," the Report states.
It is added that, in order to improve cooperation and coordination, a large number of working meetings were held with representatives of public enterprises and institutions founded by the Municipality, as well as with representatives of regional and international organizations, and domestic and foreign business entities.
It is emphasized that special emphasis is placed on strengthening inter-institutional cooperation, exchange of experiences and improvement of development policies.
Infrastructure
It is stated that during the reporting period, a number of activities of importance to the local community and infrastructure development were implemented.
"The presentation of the feasibility study for the Port of Liman is particularly noteworthy, as well as the participation of the Municipality in numerous international and regional events and initiatives of importance for further development," the Report states.
In the field of municipal and transport infrastructure, during 2025, it is added, significant projects were implemented.
"Works on the water supply and sewage network, financed by a loan from a German bank, have continued, with work completed in four settlements and the project is being brought to its final function. The project for the drinking water processing plant in Fraskanjelo is also in its final phase. A secondary sewage network in Ulcinjsko Polje was implemented from the capital budget, while work on asphalting roads in urban and rural areas has been intensified."
It is emphasized that in order to improve the quality of life of citizens, the Municipality has invested more than 800 thousand euros in the development of public areas and parks, including the main park on Velika Plaza, with plans for its further improvement.
"A historic agreement on the management of the Ulcinj Saltworks, as an important natural and social resource, has also been implemented. In the area of public services, five minibuses have been purchased for public transport, while additional buses are planned, which will significantly improve the mobility of citizens. The plan is to build a new kindergarten in Ulcinjsko Polje, with the support of the Government and the EBRD, build a new 'Sirena' Day Center, and create a large promenade from the Pine Forest to Cape Đerane."
Significant investments, it is stated, have also been made in sports infrastructure, which "created conditions for the improvement of sports life."
They add that in addition to infrastructure projects, the Municipality has "actively worked on improving the legislative and institutional framework."
"Initiatives for amendments to the Law on Maritime Domain have been submitted to the Assembly, in cooperation with other coastal municipalities, with the aim of strengthening local competencies," it is emphasized, adding that special attention has been paid to socially responsible activities and community development.
To that end, receptions for children and vulnerable categories were organized, cooperation with educational institutions was established, and the values of multiculturalism, tolerance, and social inclusion were continuously promoted.
"Dynamic" cultural, sports and tourist life of the city
The Municipality of Ulcinj, it is stated, actively participated in international and regional fairs and presentations of the tourist offer, in cooperation with the Ulcinj Tourist Organization, which further improved the visibility of the destination and strengthened cooperation with key source markets.
"The cultural, sports and tourist life of the city was extremely dynamic throughout the year. A large number of events and manifestations were organized that contributed to the enrichment of social life and the improvement of the tourist offer. Among the most significant are the 'Summer Scene', the Book Fair, the 'Ulcinj Watermelon Days', the 'Okra Days', the 'Kubla Days', the concert Armend Redžepagić, as well as numerous other cultural and sports events. As part of the promotion of local tradition and sustainable development, the 'Autumn Basket' event was held, which combines agriculture, ecology and tourism, promoting domestic products and crafts. Also, a significant contribution to the international promotion and development of social life was made by the 'Ulcinj World of Friendship', which brings together participants from the region and beyond and promotes the values of togetherness and tolerance.
During the year, it is added, numerous activities were implemented in the fields of education, culture and international cooperation, including the exchange of experiences, visits by delegations and joint projects, with a special focus on European integration and improving the quality of life of citizens.
"At the end of the reporting period, initiatives were launched to improve social services, including plans to build a modern center for providing services to children and adults, thereby confirming the Municipality of Ulcinj's commitment to inclusive and sustainable community development."
Detailed plans cover 5,3 percent of the territory
A total of 937 requests for the legalization of illegal structures were submitted to the Secretariat for Spatial Planning and Sustainable Development, of which additional documentation was requested for 459 requests, in accordance with the Amendments to the Law on Spatial Planning and Construction of Structures, the Report states.
It is emphasized that the area with detailed development of planning documents in the territory of the municipality of Ulcinj amounts to 13,4 million square meters, which makes up only 5,3 percent of the total territory.
It is also emphasized that the legalization of illegal structures for rural settlements and on agricultural land outside the villages has been enabled.
