While citizens claim that they are exposed to unbearable noise from the Sutomore promenade every day, which comes from the local catering establishments - cafes, beach bars, discos, and that their owners violate the prescribed measures of permitted sound volume every day, the Municipal Police and the Bar Municipality Inspection claim that they have not registered such violations in that part of Bar this season.
A resident of Sutomore who, among others, addressed "Vijesti" said that this is a problem that is well known to almost all of Montenegro, and that has been "talked about with ridicule and disgust for years, while nothing is fundamentally changing."
He explained that these are catering establishments on the Sutomore promenade, located about a hundred meters apart, which broadcast music every evening and night throughout the entire tourist season at a level that many times exceeds the legally prescribed limits.
According to the Regulation on Noise Limit Values and Limiters for Catering Facilities, the maximum permitted level is 65 dB(A) (decibel, a unit for measuring noise levels that is adjusted to the sensitivity of the human ear) in front of the facility, and volume limiters are mandatory.
Citizens claim that none of these catering facilities have them and claim that field measurements, which they conducted themselves, show noise levels of 100 to 140 dB(A) at about 15 meters from the source, which is significantly above the permitted limit, every day throughout the summer.
Citizens and tourists have been reporting this problem to the municipal police, the tourist inspection, and the Inspection Department for years. They ask why the competent institutions have not acted according to clearly prescribed legal obligations for years, and whether there is something more than simple laziness behind it.
"Sutomore has all the potential to be one of the best destinations in Montenegro, but instead it has been mentioned for years as a place where you can't sleep peacefully because of the noise - a problem that even people who have never been to Sutomore joke about. I think this topic deserves media attention, not only as a story about noise, but as a story about why institutions have not done their job for years despite numerous complaints from citizens," a resident of Sutomore told the editorial office.
The Municipality of Bar told "Vijesti" that during the summer tourist season, the Municipal Police and Inspection Service of the Municipality of Bar conducts daily supervision over compliance with the prescribed noise level limits in catering establishments in the Sutomore area, with special emphasis on the promenade area.
During June and the first part of July, as they stated, a total of six reports from citizens were recorded regarding suspected exceeding of the permitted noise level in catering establishments on the promenade on Obala Iva Novakovića Street in Sutomore.
Acting on all reports, municipal police officers went to the scene, but during the supervision they did not determine that the prescribed noise level limits were exceeded, according to the Bar local government.
All reports received related to catering establishments operating on the promenade on Obala Iva Novakovića Street, which, as they claim, is the area with the highest frequency of visitors and catering facilities during the tourist season.
"The municipal police and inspection carry out increased controls during the summer months with the aim of preventive action and maintaining communal order. The controls have been intensified and have started earlier than in previous years, in order to react in a timely manner and prevent possible irregularities," they pointed out.
Compared to the previous tourist season, they told "Vijesti", it can be concluded that the Service faces similar challenges from year to year due to the significant increase in the number of visitors during the summer. Despite the increased workload and capacity burden, they conclude, the Service continues to act promptly on citizen reports and conducts regular and extraordinary controls in order to preserve communal peace and order.
A resident of Sutomore who spoke to the editorial team about this matter said that she welcomes the efforts of the authorities, but that what is currently being done is not enough.
"Sutomore is small, but crowded. Of course they know when the Municipal Police are coming, and they get a tip - if not from themselves - then as soon as they get closer to Sutomore because that's when you can notice the music decreasing. Anyone who lives or occasionally visits Sutomore can confirm this," she said.
She added that it is crazy to say that regulations are being followed, because only those who have never been to Sutomore can believe that.
He also says that it is enough to search social networks for footage from discos and beach bars, from night or day parties, and it will be clear to everyone that this is not a "normal amount of noise" but an unbearable din that, when considering the content being broadcast, has long since turned Sutomore into a "primitivist tourist attraction."
