Kljajić: Dragaš and Kadić left the session and prevented the election of the director of the Cyber ​​Security Agency

The session of the Council of the Cybersecurity Agency, which was supposed to elect the director, was interrupted because at the moment when the vote was supposed to take place, two members of the Council - Goran Dragaš and Srđan Kadić - left, thus preventing the continuation of the procedure.

This was announced by the President of the Council, Jovan Kljajić.

Dragaš is a representative of the General Secretariat of the Government, and Kadić is a representative of the University of Montenegro, the press release added.

"The agreement of all members of the Council, prior to the start of today's session, was to complete the procedure for electing directors at this session, among other things because the Council members themselves are obligated to do so by the relevant regulations that set deadlines for electing directors," Kljajić stated.

He said that the Agency now expects Dragaš and Kadić to inform them when the session will continue and the election of the director of the Agency, which, as he points out, has been in an acting position for a long time.

Six candidates for director

"Vijesti" previously announced that the current acting director of the Cybersecurity Agency, Samir Orahovac, Aleksandar Zečević, Miloš Vujošević, Rajko Sekulović, Dušan Krkotić and Aleksandar Andjić, had applied for the vacancy for the full-term director of the Cybersecurity Agency.

According to the Law on Information Security, which was adopted in December 2024, the Cybersecurity Agency was supposed to be established no later than the end of March 2025. However, the government only appointed Samir Orahovac as acting director at the beginning of December last year, and at the end of the same month, the president and members of the Agency's Council.

According to the Law on Information Security, the Agency Council has a president and four members, appointed and dismissed by the Government. The president of the Agency Council is proposed by the Ministry, and one member is proposed by the University of Montenegro, the Chamber of Commerce, the General Secretariat of the Government, and the Agency from among its employees.

The public competition for the selection of a full-time director was announced at the end of April and was open until May 19th.

Minister of Public Administration Maraš Dukaj then announced that among the registered candidates were four officials from that department, among others the current acting director Samir Orahovac, and that some of them, like Orahovac, "have been part of the information security system for many years."

"I believe that in the coming weeks, with a transparent and credible selection process, and through an assessment of capabilities and integrity, we will have the Cybersecurity Agency in a strengthened operational capacity," Dukaj announced in early June.

The Agency also plans to fill seven assistant positions. As "Vijesti" previously reported, the acting assistant directors for international cooperation and expert supervision were supposed to be elected at a Council session in mid-May, but the session was not held at that time because there was no quorum for work and decision-making.

At that time, Prof. Dr. Savo Tomović, who was appointed at the proposal of the University of Montenegro, resigned.
