The Novi Sad company "Gemmax Gradnja", owned by a businessman Danilo Bojović, with Kolašin-based "Viamonta", has received two large investment projects that the Municipality of Budva intends to implement, with a total value of around 23,5 million euros - the construction of a road across the Grđevica riverbed and two prefabricated garages in the very center of the city.
President of the Municipality of Budva Nikola Jovanovic signed a contract with Bojović on August 3 for the Grđevica project, worth around 18 million euros, as well as a contract for the construction of two prefabricated garages, worth around 5,5 million euros.
The consortium of "Gemmax Gradnje" and "Viamont" from Kolašin won both jobs after tender procedures were conducted.
"The deadline for the development of the main project is three months from the date of signing the contract. The start of construction work is 15 days from the date of obtaining the building permit. The deadline for the execution of the works is 24 months from the introduction of the contractor into the work after obtaining the building permit," it is written in the contract for Grđevica, which "Vijesti" had access to.
In the tender for the construction of a road across the Grđevica riverbed, announced at the beginning of May, in addition to the Novi Sad company with a partner, Podgorica's "Bemax" and "Carinvest", the family company of the former president of the Municipality of Budva, Marko Bat Carević, also applied.
"The offer of the consortium 'Gemmax gradnja' DOO Novi Sad - 'Viamont' DOO Kolašin is the most favorable. The offer of the bidder 'Bemax' DOO Podgorica is correct and second-ranked. The bidder 'Carinvest' DOO Kotor is excluded from the procedure," the decision signed by Jovanović stated.
The financial offer of the consortium "Gemmax gradnja" - "Viamont" amounted to 14.711.000 euros excluding VAT, or 17.800.310 euros including tax.
The offer from "Bemax", as stated in the decision, amounted to 14.833.710,74 euros excluding VAT.
The municipality allocated 14.834.710,74 euros, excluding VAT, for this public procurement.
"Carinvest"'s offer was financially the lowest and about 1,6 million euros lower than the estimated value of the deal, but the company was excluded from the procedure.
As "Vijesti" previously reported, the construction of a road across the Grđevica River bed is one of the largest investments planned by the Municipality, with a total value of around 18 million euros, while around 3,1 million are planned to be spent this year.
The city administration previously stated that the construction of the road across the Grđevica riverbed should improve connectivity between parts of the city, but also give Budva a completely new look.
The project was promoted in 2019 by the then Mayor of the Municipality. Dragan Krapović (Democrats), but for years it remained only at the level of computer animation. In the meantime, the idea was taken up by other political parties and promoted during election campaigns.
"The construction of the road across the Grđevica River should connect the two most important traffic routes in the Budva area, the Adriatic Highway and the bypass. This would open a new road route and reduce traffic congestion. The project should be implemented over several budget years, of which 3.000.000 euros are planned for implementation in 2026 and 120 thousand euros for supervision. The total investment value is projected at 18 million euros and 720 thousand euros for supervision," states the City Planning Program for 2026.
On the same day, August 3, Jovanović concluded a second contract with Bojović - for the construction of two prefabricated garages in the center of Budva.
One is planned on a plot in front of the "Merit Starlit" hotel and should have 4.500 square meters of gross area, while the other is planned in the parking lot in front of the "Mogren" hotel, with around 5.500 square meters.
The two locations are physically separate, but are located in the immediate vicinity, in the very center of Budva and about a hundred meters from the Old Town.
The offer of the consortium "Gemmax gradnja" - "Viamont", in the amount of 5.443.185 euros including VAT, was the only one submitted in response to the public invitation and was assessed as the most favorable.
"The deadline for preparing the project and technical documentation is one month from the date of signing the contract, while the deadline for performing the work is four months from the date of introducing the contractor to the job," the contract states.
"Gemmax gradnja" became known to the wider public after the tragedy at the Novi Sad Railway Station, where 16 people died when a canopy collapsed.
At the beginning of last year, the Serbian government announced contracts with subcontractors engaged in the modernization of the railway to Hungary, including contracts with the company "Gemmax gradnja", which was reported by "Forbes Serbia" at the time.
The company's machines were filmed during the rescue operation after the canopy collapsed, and the company's owner, Danilo Bojović, was also at the scene.
Part of the public criticized Bojović after he was recorded laughing while talking to several people at the scene of the tragedy.
He later told Pink television that he was happy because the girl was rescued from the ruins.
"Monitor": Bojović close to SNS
The awarding of one of the most valuable infrastructure jobs in Budva to a consortium led by "Gemmax Gradnja", as recently reported by "Monitor", also raised the issue of the political connections of the company's owner.
"Monitor" reports that Bojović is close to the ruling Serbian Progressive Party (SNS) in Serbia.
The company was also mentioned in public among the companies engaged in the project to reconstruct the Novi Sad Railway Station, after which 16 people died when a canopy collapsed.
The tragedy sparked months of mass protests by students and citizens across Serbia and had a profound impact on the political scene there. The then Prime Minister of Serbia, Miloš Vučević, resigned from his post.
Vučević, a senior SNS official, is close to the former mayor of Budva, Milo Božović, whom he supported in the campaign for the 2022 local elections.
A month before those elections, Vučević paid an official visit to Budva, a twin city with Novi Sad, where, during several events, he supported Budva's candidacy for the European Capital of Culture in 2028 and Božović's candidacy in the upcoming elections.
"Monitor" reported that those who supported the election campaign in various ways at the time expected to participate in future development projects in Budva. According to the weekly, Božović's arrest halted the projects, but not those expectations.
Zenović: Building garages would raise the issue of criminal liability
If the construction of prefabricated garages were to begin, this could, according to the leader of the "Movement for the City" and a member of that group of citizens in the local parliament, Đorđe Zenović, be grounds for criminal liability for construction without proper construction documentation.
Zenović previously claimed for "Vijesti" that the Municipality is deceiving citizens.
"The public must know that these prefabricated-demountable garages are foreseen by the Temporary Facilities Installation Program, and that the Municipality of Budva received the urban planning and technical conditions for the construction of garages based on the Temporary Facilities Program. On May 26, 2026, the Decision of the Government of Montenegro on the suspension of the implementation of the Temporary Facilities Program was published in the Official Gazette under number 71/2026, and paragraph 2 of that decision stated that the Government would submit it to the Constitutional Court for a decision within 30 days of its entry into force, which means that the Temporary Facilities Program is no longer in legal force. Therefore, the urban planning and technical conditions are no longer valid and construction cannot begin based on them. If construction were to begin, that would be sufficient grounds for criminal liability for construction without construction documentation," Zenović claimed.
According to him, the current DUP envisages underground, not above-ground, garages at the locations of these two parking lots.
On July 9, the Government decided to propose to the Constitutional Court a decision establishing that the Decision on the Adoption of the Program of Temporary Facilities in the Territory of the Municipality of Budva is not in accordance with the law and the Constitution and that it ceases to be valid on the day of its publication in the “Official Gazette of Montenegro”.
