Chief City Architect of the Municipality of Budva Jelena Lazic has given its approval to the Budva-based company "Imperiall Carević" for an amended conceptual design for a temporary facility - a beach bar with a catering terrace on the hotel beach on the part of Slovenska plaža towards Cape Zavala, it says in the design that "Vijesti" had access to.
Thus, the company he founded Lazar Carevic, younger son of the former president of the Municipality of Budva Marko Bata Carevica, on the third attempt and towards the end of the main summer season, received the green light from the city administration to set up a beach bar and terrace on the part of Slovenska beach that JP “Morsko dobro” ceded to it as a hotel beach. The Carevićs are the owners of the “Imperiall” hotel at the roundabout at the very entrance to the city, about a hundred meters from Slovenska beach.
This beach bar was already operating well before it received approval from the city's chief architect.
Lazić had previously blocked the issuance of the permit on two occasions, the last time on July 10, after which Carević submitted a new request on July 15 and amended the conceptual design.
"Consent is issued to 'Imperiall Carević' DOO Budva for the amended conceptual design of the architecture project of the temporary facility for which the main design is being prepared, for the installation of a temporary assembly-dismantling facility - an open bar with a terrace and temporary facilities on the hotel beach 10F," states the decision signed by Lazić.
The swimming area is 40 meters long, and the beach area is 1.238 square meters. 38 umbrellas are planned, while the Program allows a maximum of 52, and 76 deck chairs, out of a maximum of 104. A bar of 15 and a catering terrace of 100 square meters are allowed.
The decision states that the facility complies with the specified installation method and designed purpose, and the investor is obliged to install the facade cladding of the terrace and bar in accordance with the approved conceptual design. JP “Morsko dobro” should then submit an official note to the Chief City Architect's Office on the control of the condition of the space and confirm that the facade cladding has been installed.
After submitting the documentation, if necessary, the Office of the Chief City Architect may go to the site, conduct an inspection and make a note that will be an integral part of the decision. If the investor does not submit the requested documentation, the decision must be annulled.
Upon reviewing the conceptual design, it was stated that the designed facility complies with the specified urban planning parameters - gross developed construction area, number of floors and method of installation.
The urban-technical conditions stipulate that deck chairs are made of PVC, wood and other lightweight materials. Beach furniture – umbrellas, deck chairs and canopies – as well as changing cabins and other equipment used as a bathing area, can only be in pastel colors, such as white and beige, and without advertising signs. The open bar should be made of prefabricated elements and blend in with the environment, while the technical description of the conceptual design states that the structure of the building is made of wooden elements.
Carević's company came under the spotlight in mid-April after it illegally erected 15 large concrete pillars, burying them in the sandy beach. They planned a beach bar and restaurant terrace that were much larger than the dimensions stipulated in the urban planning and technical conditions issued to them by the JP "Morsko dobro".
The public company then threatened the tenant with termination of the contract and gave Imperiall Carević five days to remove the concrete pillars and restore the space to its previous condition. The warning was signed by the director of Morski dobr. Mladen Mikijelj, and the Tsarevich removed the pillars the very next day.
On April 14, inspectors from the Public Company “Morsko dobro” made an official note after visiting the 10F hotel beach on the Slovenska obala. They noted that “Imperiall Carević” had carried out work on burying concrete footings in the central part of the beach, after which the supports for the future construction of the temporary facility were concreted.
According to the note, the footings and supports for the bar were placed on an area of about 20 square meters, and for the catering terrace on an area of about 100 square meters. The then valid Program of Temporary Facilities in the Coastal Zone in Budva for the period 2024–2028. envisaged the installation of an open bar with an area of 12 square meters with a terrace of 35 square meters. The Urban Planning and Technical Conditions of January 23, 2026, explicitly stated that concreting for the installation of catering facilities is not allowed on sandy parts of the beach.
The inspectors then concluded that “Imperiall Carević” was setting up the planned catering facility in larger dimensions than permitted – a bar of 20 instead of 12 and a terrace of 100 instead of 35 square meters. “In addition to the above, it can be clearly established that the concreting and installation of concrete footings are contrary to the stated UT conditions,” they emphasized at the time in “Morski dobr”.
