Space purchased, state already ready: How MPA leased business space in Zabjelo from the Bulatović couple

According to the documentation, Tatjana Bulatović secured the business premises in Zabjelo in 2025, and the state became her tenant in January of the same year.

Maraš Dukaj, Minister of Public Administration, and Koča Đurišić, Director of the State Property Administration, emphasize that this is a legal procedure and a cheap lease.

Tatjana acquired the business premises in Zabjelo by purchasing them "from the sale of an apartment and from two loans," according to the property file of her husband Dragoljub Bulatović.

The documents available to "Vijesti" do not prove that the lease of business premises in Zabjelo was agreed in advance between the Minister of Public Administration. Maraš Dukaj, Director of the State Property Administration Koce Đurišić and a married couple Tatjana Bulatović i Dragoljub Bulatović, but a series of circumstances that overlap in time leave open the question of whether the future state lease was known before the property came into the ownership of Tatjana Bulatović.

According to her husband Dragoljub's property file, Tatjana acquired the 167 square meter office space in 2025 by purchasing it "from the sale of an apartment and from two loans," her husband's property file states. On March 25, 2025, Bulatović submitted an annual report for 2024 in which he reported the property in Zabjelo. The same report states that it was acquired in 2025, through the proceeds from the sale of the apartment, as well as two loans. According to the ASK website, Bulatović never submitted an extraordinary property report on the change in property, which he was obliged to do no later than one month from the moment his wife initialed the sale of the office space.

It is not known exactly when the sale took place, but the state leased it for the needs of the Ministry of Public Administration (MPA) on January 23, 2025. According to available documentation, Bulatović managed to complete the sale, transfer ownership to her name, and enter into a lease agreement within about twenty days.

The State Property Administration (UZDI), which formally concluded the contract, did not find the property itself. UZDI Director Koča Đurišić says that it was the MPA that pointed to the specific space.

The contract itself mentions the MPA's request of December 11, 2024.

It is not known whether this request was simply for any adequate space or whether the Ministry already knew about the building, or the specific business premises that would be leased from Tatjana Bulatović a few weeks later. The answer to this question could clarify the nature of the entire deal.

The story takes on an additional dimension after "Vijesti" previously reported that the Bulatović couple had been paid a total of 92.441,52 euros from the MPA on various grounds since mid-2022: Tatjana Bulatović 30.273,12 euros, and Dragoljub Bulatović 62.168,40 euros. As owners of a business space in Zabjelo, Tatjana Bulatović was paid another 36.930 euros in rent during the past and present years.

Bought in 2025, the state arrived already in January

The property card that Dragoljub Bulatović submitted to the Agency for the Prevention of Corruption in March 2026 shows that Tatjana Bulatović is the 100% owner of a 167 square meter business space, along with four garage spaces listed in the card, for the lease of which the MPA paid a total of 4.200 euros during 2025 and this year. Purchase was recorded as the basis for acquisition. Exact date of purchase It doesn't exist in the cardboard.

The contract with the State Property Administration was concluded in January 2025, for the needs of housing the MPA. The documentation identifies the space as a commercial property of 167 square meters.

Koča Đurišić told "Vijesti" that the space was leased on January 28, 2025.

The contract also mentions a request from the Ministry of Public Administration dated 11 December 2024. This request in itself does not prove that the MPA was already aware of this specific property on 11 December. The request could have been of a general nature. But without its complete content, it is not possible to exclude the possibility that the specific location was already considered at that time.

Therein lies perhaps the most important unknown of the entire case: whether the state only found out about the space after Tatjana Bulatović bought it or whether the property was already in the sights of the state administration before it was even hers.

The MPA directed the Administration to the area

The response from the director of the State Property Administration provides an important piece of the puzzle.

"The Ministry of Public Administration informed the Administration that there is a business space in Zabjelo that meets their needs," Koča Đurišić told "Vijesti".

He stated that the body for whose needs the space is being sought can propose a facility that it considers adequate and that this is a common practice, provided that the price corresponds to the planned amount.

"The State Property Administration determined that the price of renting business space in Zabjelo is lower than the price of renting space in the "Premijer" Hotel, after which it proceeded to conclude a lease agreement," Koča Đurišić told "Vijesti".

This practically means that the Administration, although the formal lessee, was not the institution that independently found the property. The information about the specific space came from the MPA. Therefore, the key question is no longer just why the Administration signed the contract, but who within the Ministry found out about the space, when and from whom.

The MPA's earlier response to "Vijesti" presented the whole matter as an urgent reaction to the termination of the previous lease. The ministry stated that the previous lessor terminated the lease in January 2025, after which the Administration "quickly concluded a contract" for Zabjelo.

Maraš Dukaj told "Vijesti":

"The lease of the space in Zabjelo came about when the contract for the previous business premises where the services of the Ministry of Public Administration were located, which was otherwise paid by the State Property Administration at a significantly higher price, expired, and the owner of the space suddenly gave the employees a deadline of only a few days to move out, refusing to extend the lease."

Such an explanation may explain the need for a quick relocation, but it does not explain why the MPA request referred to in the contract is dated December 11 of the previous year, nor when the business premises that Tatjana Bulatović will purchase first appear.

Ad that has not yet been shown

Maraš Dukaj offered another important explanation for "Vijesti":

"The space in Zabjelo in the office building was one of the vacant and advertised spaces after two spaces in the same building had already been leased by other state bodies."

This claim could simply explain how the MPA came across the property: they saw a market offer and proposed it to the Administration.

The problem may be that no publicly available advertisement has been found for Tatjana Bulatović's specific space that can be safely dated before the state lease in January 2025.

A search of the ads found an offer from the Team Real Estate agency for a commercial space of exactly 167 square meters in Zabjelo, on Ilije Plamenca Street, at a price of 15 euros per square meter per month. The ad lists a commercial building, two toilets, a garage and outdoor parking, and is marked as let today.

The similarity in square footage and location is interesting, but not enough to claim that it is the same property. The ad does not contain any cadastral markings that would link it to a specific part of the contract, and the publicly available page does not prove that the offer existed before January 2025.

Therefore, it cannot be claimed that the space was not in the ads. The ad could have been deleted, published through another agency, social networks or channels that were not indexed, but since Maraš Dukaj explicitly claims that the space was “advertised”, a very specific question remains for the MPA: where is the ad, who published it, on what date and who was the owner of the property at the time of the advertisement?

The answer could be one of the simplest ways to dispel doubts about chronology.

Tatjana Bulatović: The country did well

Tatjana Bulatović stated for "Vijesti" that the lease was concluded in accordance with regulations and particularly emphasized that the state received a favorable price.

"The lease price is 10 euros per m2, which is at the market minimum level because in the immediate vicinity and with similar accommodation conditions, the prices that have been agreed upon are 15 euros per m2. So, the State Property Administration has negotiated the lease in question in a domestic manner, and I could possibly have done better," Tatjana Bulatović told "Vijesti".

Later publicly available offers provide some support for her claim that a rent of 15 euros per square meter was requested for a 167 square meter office space in Zabjelo.

This, however, does not establish the market price in January 2025, nor does it prove that the specific space used by the MPA was then offered for 15 euros.

More importantly, even if ten euros per square meter is an indisputably good price, it does not answer the question of how the deal came about.

Tatjana Bulatović did not answer questions from "Vijesti" about exactly when she bought the business premises in Zabjelo and for what amount.

The purchase price of the property is not listed in the property record, which is why "Vijesti" cannot claim, based on currently available documents, how much those 167 square meters are really worth.

Publicly available offers show, however, how much the value of commercial space in Zabjelo can vary depending on quality, location, floor and condition.

A commercial space in a new building of around 150 square meters in Zabjelo was advertised in December 2025 for 323.000 euros, or around 2.153 euros per square meter.

A 168 square meter space in the same wider location, but with as much as 120 square meters in the basement, was advertised in early 2026 for 159.000 euros, or 946 euros per square meter.

The advertised prices are not the same as the realized purchase prices, and both offers are later than Tatjana Bulatović's purchase.

There are two more recent loans just before 2025. Tatjana Bulatović took out a housing loan of 30.000 euros in October 2024, and Dragoljub Bulatović took out a consumer loan of 25.000 euros in November.

Their two major new debts come only after the January lease.

Dragoljub Bulatović takes out a housing mortgage loan of 80.000 euros on May 1, 2025, and Tatjana Bulatović takes out a mortgage loan of 100.000 euros on October 1.

The key question

The responses of Tatjana Bulatović, Maraš Dukaj and Kočo Đurišić have one thing in common: they all insist that the price is favorable for the state, that the space is appropriate and that the deal was concluded in accordance with the law.

These arguments, while they may be relevant and may be correct, do not answer the most important question that only emerged through cross-referencing the documentation.

It's not just whether ten euros per square meter is a good price. What's crucial is who first knew and when that particular space would suit the state.

The documents available to "Vijesti" do not prove that Maraš Dukaj, Koča Đurišić, Tatjana and Dragoljub Bulatović previously agreed to purchase and lease the property from the state.

But the documented chronology makes such a possibility a legitimate subject of journalistic scrutiny: the MPA had a formalized request for the space as early as December 2024; according to ASK, Tatjana Bulatović purchased the property in 2025; the state became its tenant as early as January.

And the director of the State Property Administration confirms that it was the MPA that pointed out that area to the Administration.

For the complete reconstruction of the deal, the purchase contract, proof of payment method, history of ownership registration in the cadastre, the complete request from the MPA dated December 11, 2024, the first communication in which the specific space in Zabjelo is proposed to the Administration, and the advertisement to which Maraš Dukaj refers are crucial.

The answer to the question that remains open at this point depends on these documents: did the state learn about the space only after Tatjana Bulatović bought it, or did the information that this particular property could become a state lease exist before the private purchase?

If the former, then the unusual sequence of events can be explained by a private investment followed by a favorable government lease.

If the latter, a much more serious question arises - whether knowledge of a possible future state tenant could have influenced the decision and the conditions under which the property was purchased.

There is currently no evidence for such a conclusion, but the responses received by "Vijesti" do not yet close the issue.

"Unique business space"

The Directorate for International Cooperation, the Administrative Inspection Department of the Ministry of Public Administration, and the Information Systems Audit Department are located in Zabjelo.

"Vijesti" was previously told that it is a unique business space of 167 m2 - with eight offices, a meeting room, a kitchen, two hallways, a reception area and two toilets.

The MPA believes that the Property Administration has leased a "fully completed business space", oriented on two sides, with eight functional windows of the same size as the apartment, which open as standard for natural air and light, along with 10 ventilation and air conditioning units, which cover not only the offices but also the corridors, which ensures adequate and continuous air exchange, and optimal temperature throughout the year.

Regarding some unofficial claims that employees complained about unfavorable working conditions in this space, the MPA emphasized that "there were no documented objections to the said space, except for general assessments that employees would be better off in a more attractive location and larger offices."

Tatjana Bulatović, consultant at the Cyber Security Agency

As "Vijesti" has already reported, the Ministry of Public Administration paid Tatjana Bulatović a total of 30.273,12 euros on various grounds from July 2022 to July of this year.

She has been the President of the Commission for Taking the Professional/State Exam of the Ministry of Public Administration since April 2022 until today. The monthly remuneration for this job was 425,60 euros in July 2022, and then 506,88 euros from 2024 until today.

In December 2025, Tatjana Bulatović was paid 1.500 euros for consulting services for the Digital Academy, but since the contract is not available, it is not known what exactly it was. She was also paid a total of 4.200 euros for the lease of office space since March 2025.

Tatjana Bulatović's latest engagement is a consulting contract with the Cyber Security Agency with a monthly fee of 1.300 euros. By June, according to data obtained based on a request for access to information of public importance, Bulatović had received 7.800 euros on this basis.

Her husband, Dragoljub Bulatović, is a member of the Council of the Cyber Security Agency.

Government housing loans

Vice President of the Citizens' Movement URA Filip Adzic, on August 15, 2019, he said that Dragoljub Bulatović, then Chief of Staff to Prime Minister Duško Marković, and his wife Tatjana Bulatović, at the time a secretary at the Ministry of Sports, received two housing loans from the Government, which they obtained on favorable terms and used to purchase land in Kolašin and build a small building.

"This is one of the most flagrant examples of abuse. When the couple received the loans, they had a 128-square-meter house and a 42-square-meter apartment," Adžić said at a press conference, stating that the installment for the couple was 35,35 euros, and that they received 20.000 and 35.000 euros, respectively," Adžić said.

Tatjana Bulatović confirmed to "Vijesti" that she and her husband received housing loans.

"It is true that, as part of the housing policies implemented in Montenegro until 2020, I received a housing loan, as did my husband. The data was publicly published several times, and our family was given a sensational place and coverage in the media even then. Since these are decisions from almost a decade ago, which I believe were legally made by the Government, and regarding which court proceedings are currently underway, I will refrain from any further assessments and details until they are completed," said Bulatović.
