The Agency for the Prevention of Corruption (ASK) has once again determined that former President Milo Đukanović violated the Law on the Prevention of Corruption because for years he did not declare his collection of expensive wristwatches in his reports on assets and income.
In the new decision, after the Administrative Court overturned the previous one, the ASK found that Đukanović failed to declare six watches with an individual value exceeding 5.000 euros in his income and asset reports for 2018, 2019, 2020, 2021, 2022, 2023, and 2024.
According to estimates provided by the Agency, their total market value ranges from at least 86.500 to 164.600 euros.
These are the Franck Muller Mariner, Cartier Pasha de Cartier 2770, Roger Dubuis Excalibur 45 Automatic, Rolex Cosmograph Daytona, Patek Philippe Neptune and Cartier Pasha de Cartier Moonphase Chronograph. Individually, ASK estimates their values to range from 6.600 euros, which is the lower estimate for the Roger Dubuis, to 47.500 euros, which is what the Cartier Moonphase could be worth.
The agency also specifically determined that Đukanović did not declare three watches whose value exceeded the then-current legal threshold of 10.000 euros - a Rolex Cosmograph Daytona, a Patek Philippe Neptune and a Cartier Pasha de Cartier Moonphase Chronograph - even in his 2025 report, the second year after he left office. Their total estimated value ranges from 62.800 to 109.100 euros.
"In the re-decision-making procedure, in accordance with the provision of Article 111 of the Law on Administrative Procedure, the Agency submitted the results of the investigation procedure for the attorney's statement, in order to familiarize himself with the facts established after the re-evaluation of the presented evidence, acting on the reasons for the cancellation and the legal understanding expressed in the judgment of the Administrative Court U.br. 7686/25 of 08.06.2026., which the appointee received on 31.8.2026., with a deadline for a statement of 8 days. The act pointed out the provision of Article 112, paragraph 3, that if the party does not state its position within the set deadline, the authority will make a decision without the party's statement. Since the statement was not submitted within the set deadline, it was decided as in the enacting clause of the decision," ASK emphasizes in the decision.
