Director of Communal Services, Radoica Popović, reiterated that MANS' statements are completely incorrect and technically unfounded, and that they are the result of an obvious elementary ignorance of "our acts, such as the Recommendations for the design, execution and maintenance of public lighting in the territory of the Capital City of Podgorica, the Law on Public procurements as well as technical achievements in the field of public lighting".
Popović reacted to the announcement of MANS in which it is stated that the Director of Communal Services has not denied anything from what that organization claims in the criminal complaint.

The fact that MANS, which addresses us every month for data and regularly receives answers, is particularly surprising, did not do so this time as well. This is another proof that this text was ordered by the same people, against whom we have already filed two criminal charges. reports to the competent prosecutor's office and the Police Directorate. It is obvious that this is a strong lobby of fraudsters, which additionally confirms that a large number of the same people who want to use inappropriate methods to destroy what is extremely important for the Capital, and especially for citizens in the rural area of the city, are engaged in this work.
The reconstruction of public lighting in rural and suburban settlements was preceded by a multi-year preparation in the course of which around thirty pilot projects were carried out, with various manufacturers, and on the basis of which this project was praised and rated as very high quality by all renowned bidders. The tender documentation was prepared by a highly expert committee made up of members from city services and the Faculty of Electrical Engineering in Podgorica, which was formed by the capital city, while the tender committee for the opening and evaluation of bids was formed by "Komunalne usluge" doo.
Therefore, MANS should continue with the earlier tradition and consult "Komunalne usluge doo" in order to obtain accurate data, for any part that refers to the business segments of our Company, and thus give up this practice, because it is the only way for the public to be objectively and accurately informed about all current topics.
In the specific case of Podgorica, the lamps that are planned for replacement in rural and suburban settlements are on average more than thirty years old, and thus they have been written off in accounting and are technically almost unusable. Therefore, due to outdated technology, lack of spare parts, low energy efficiency, non-compliance with European directives and expensive maintenance, the replacement of existing old lamps in rural and suburban settlements is more than desirable and justified, which is still not the case in the city center. to be solved in the following period. Considering the regulations and technical achievements, it is clear that the future is certainly represented by LED technology, which is in accordance with the valid recommendations of the Capital City made by experts in the field, mostly due to the high degree of savings and numerous other technical advantages, and additionally due to the reason that the prices of led lamps are constantly falling on the market, and this was also shown in the specific tender, so it is not clear what are the "other options for savings" that can even come close to LED technology in terms of savings, technical performance and price.
Therefore, the only motive in this project is not to save electricity, but to replace 10.750 pieces of existing, outdated lamps with new LED lamps, and to finance the investment over a period of twelve years, entirely from savings in electricity and maintenance, with a guarantee of twelve years, without any additional appropriations from the Budget of the Capital City.
The new LED lamps will contain a loaded scenario according to which the light intensity will be gradually reduced in the late evening and early morning hours when the frequency of pedestrian and motor traffic is reduced, thus further increasing savings, and electricity bills would be reduced to only 20 % of the current amount for villages and suburban settlements. In order to avoid the bad experiences of certain surrounding municipalities, the tender documentation required an irrevocable, unconditional and collectable bank guarantee at the first call, guaranteeing the full and conscientious performance of contractual obligations.
It is completely unclear what the motive is for the published photos, in which there is no public lighting, which is beyond common sense. The published photos are only parts of the streets or neighborhoods where there is no public lighting, while the lighting exists in all the locations mentioned in the tender documentation and will be replaced at this stage. Therefore, the actual situation regarding the locations to be reconstructed is shown incorrectly, as well as the text stating that the "material and color" was specified in the tender documentation. In the tender documentation, the client insisted on the quality of the LED lamps and listed almost all the characteristics in ranges, in order to enable the equal participation of as many bidders as possible, and to eliminate the possibility of favoring any bidder.
It should be pointed out that this is not the first article in which the mentioned project is disputed, by individuals from a dubious business zone, who, due to the impossibility of realizing this and similar projects, are ready to engage in mundane actions that publicly disparage and damage the reputation of people who have painstakingly worked for years worked on the development of the city. Experience has led us to suspect that there are individuals who hide behind the names of various lesser-known and dubious companies, and who gain income by knocking down tenders and filing false and falsified complaints, which directly slows down the development of the city and the country.
Finally, we would like to point out and warn about the unprofessional and unprofessional information of the public by some media and we thank the citizens for their trust, because of which we will do our best to facilitate and modernize the living conditions in the city and especially in the rural areas. Also, we are available to help all municipalities that are planning to reconstruct outdated public lighting, but do not have the capacity and experience they need for quality implementation of public procurement for LED lighting.
