The Minister of Health, Kenan Hrapović, called on the Assembly of the Medical Chamber and its president to implement the will of the majority of doctors, choose the authorities that are provided for by the current regulations and propose and choose the personal solutions they consider the best.
"The Ministry will be their partner, respect all justified and well-founded requests and do everything to make the work of the Chamber an example in Montenegro and the region," Hrapović said.
He said this in response to a question from MP Maja Bakrač, who asked him to explain the Ministry's actions in the case of the Medical Chamber, as well as the next steps you will take in connection with the work of the Chamber.
Hrapović stated that the Assembly of the Chamber was constituted and the President of the Assembly was elected in the prescribed manner.
"The election of the president and deputy president of the Chamber was not carried out in accordance with the regulations," Hrapović believes.
He stated that the Committee for Continuing Education was not elected, nor were the other bodies provided for by the Statute.
"Starting from the legal powers, and appreciating the established factual situation, the Ministry issued a Decision specifying the established facts, then proposed measures and ordered the Assembly and its president to amend the relevant regulations and elect the Chamber's bodies to the prescribed way," announced Hrapovic.
According to him, until those actions are carried out, the Ministry will carry out the work of issuing licenses to doctors.
Hrapović assessed that this is the only way for the Chamber to work and function legally.
"Our goal is not to enforce any coercion or pressure, but to let everyone know that one must act in accordance with the regulations. Specifically, the competent authorities of the Medical Chamber must interpret and apply the regulations as a whole, and not partially, in which they will have full support Ministries," said Hrapović.
As he said, attempts to deceive the public and the Ministry of Health through media manipulation and statements that do not correspond to the truth are considered to be obstructive, as ill-intentioned, unfounded statements, with the ultimate goal of circumventing valid regulations, for no reason.
MP Halil Duković asked Hrapović to explain to him the reasons why the information system in the Clinical Center of Montenegro (KCCG) has not yet been implemented, as well as what the Ministry is undertaking or plans to undertake in the future in this regard, as well as when the project is expected to be implemented.
Hrapović said that the development and improvement of the Integral Health Information System (IHIS) is an imperative and a prerequisite for the successful reform of the modern health system in Montenegro and is one of the priority policy goals of the Ministry.
As he said, in the past ten years, the Health Insurance Fund has implemented a number of projects that lead to the realization of this complex goal.
He announced that currently the planned health information system has been implemented in the following institutions and institutions - at the primary level (all health centers, private dental clinics that have signed a contract with the Fund, the Institute for Emergency Medical Assistance), at the secondary level (all general hospitals ), transfusion medicine (Blood Transfusion Institute of Montenegro), in the field of health insurance (Health Insurance Fund), health-statistical reporting system (public health) and microbiological diagnostics (Institute for Public Health).
Hrapović added that this system has also been implemented in the pharmaceutical sector (Pharmacies of Montenegro "Montefarm"), in the field of control of the production and distribution of medicines in Montenegro (Agency for Medicines and Medical Devices), in private health institutions that have a contract with the Fund. on the provision of services and the Health Center of the Security Forces of Montenegro.
"In order to achieve the comprehensiveness or completeness of IZIS, it is necessary to implement the information system of the largest health institution in Montenegro, KCCG and three special hospitals - the Special Hospital for Psychiatry Dobrota, the Special Hospital for Pulmonary Diseases Brezovik and the Special Hospital for Orthopedics Risan," he announced. is Hrapovic.
Speaking about the activities carried out on the computerization of KCCG, he said that the open procedure for the procurement of hardware communication infrastructure, as the main prerequisite for the introduction of the information system in this institution, was successfully completed, the server infrastructure was provided and the works on the construction of optical lines and SKS installations in to all KCCG facilities.
As he stated, in this way, all the main prerequisites for the introduction of the information system in that institution were provided.
"The technical specification of the software solution was prepared by the expert team, which includes five modules that are an integral part of the KCCG computerization phases," Hrapović added.
He explained that the implementation of the first phase of the information system in the KCCG includes the administrative processing of the patient, central scheduling of specialist examinations in the KCCG outpatient clinics by selected doctors as part of IZIS, the computerization of the emergency center, the control of the prescription of drugs that are prescribed and approved by the council, a module for records and invoicing according to the DRG model within the IISZ, as well as the improvement of the KCCG Business Information System.
According to Hrapović, KCCG announced on November 10, 2015 an open public procurement procedure for the creation and implementation of new program modules according to the project documentation, as well as the upgrade of existing software modules of the medical and business system of KCCG.
"However, after a complaint from one bidder, the decision of the State Commission for the Control of the Public Procurement Procedure dated February 13, 2017, the ex officio public procurement procedure was canceled in its entirety," Hrapović said.
Bearing in mind all of the above, and appreciating the importance of the successful and quick implementation of the Clinical Center computerization project, the Ministry of Health, as he added, considered it expedient to turn to an international organization for support.
Hrapović said that since the focus of the work of the UNDP Office is to provide support to Montenegro in the implementation of key reforms on the path to joining the European Union, and that UNDP in cooperation with relevant ministries is successfully implementing complex projects in the field of information systems development, it sent a letter intentions to that international organization.
After that, he added, a meeting was held with its representatives on the topic of considering the possibility of providing support to the implementation of the information system implementation project in KCCG.
"As UNDP has shown interest in the mentioned project, activities have been carried out to analyze and assess the current situation, and soon we expect the presentation of the Conceptual Analysis for the development of IZIS, after which the Ministry will make a decision on the way to implement the project," announced Hrapović.
