The variable part of the salary was most often allocated to the management staff and officers of the MUP, and a smaller part was paid to police officers on that basis. There was a lack of rewarding officials who deserve it through commitment, results and the weight of the work they perform.
This was announced to "Vijesta" by the Minister of the Interior, Mevludnin Nuhodžić, emphasizing that this bad practice has come to an end.
He said that until the next variable will not be paid - until that and other issues are sorted out, and that he is determined to implement savings measures in numerous positions in the MUP, that is, the Police Directorate.
Nuhodžić clarified that instead of rewarding and motivating the employees, the payment of the variables turned into the opposite... About 540 thousand euros were spent on this per year.
"Looking at the financial reports from the earlier period, it is evident that the variable part of the salary was most often allocated to the management staff and officers of the MUP, while a smaller part was paid to police officers on that basis. It seems that this opportunity to reward did not achieve its purpose, which is the motivation of the most valuable, because the criteria determined by the Regulation were not respected and turned into its opposite. Such a practice must be stopped, and every employee who deserves it should be rewarded for his commitment, achieved results and based on the complexity and difficulty of the work he performs".
According to the data of the financial service of the MUP - during 2016, on a monthly basis, the gross amount based on variables amounted to - 44.890 euros.
Data from "Vijesti" show that some elders in the Ministry of Interior or the Police Directorate received an additional 250 euros on top of their base salary almost every month, so that some of them earned up to 2.000 euros a year.
Due to savings, but also to brokering the payment of the variable - on January 25, Nuhodžić informed the officials of the MUP and UP that he stopped the payment of that part for awards.
"That measure is not limited to one year, but until it is seen how much money is allocated for that type of benefit, which is not binding but is a valid Regulation on the method of allocating the variable part of earnings. It is given as an opportunity to reward civil servants and state employees for exceptional results achieved. That Regulation also stipulates that the variable part of salary for officials is proposed and paid quarterly and semi-annually, and not every month, which was a frequent practice in the previous period. The introduced measure does not mean the abolition of the rights of employees, which belong to them by law, but the regulation of this and all other issues through fiscal consolidation, which will lead to spending based on real needs and priority tasks", explained the first man of the largest state apparatus with almost 5.000 employees. people.
The Minister of Police claims that in accordance with the Government's priority policy - savings measures in 2017 are necessary at all levels.
"It is obvious that the awareness of those who are part of the state administration must be raised about the importance of a responsible attitude towards the spending of money, which is allocated by the citizens of Montenegro for the efficient functioning of the state apparatus. In accordance with the set goals of the Government, the Ministry of Internal Affairs is determined to implement all necessary measures in order to rationalize the consumption of budget funds, thereby demonstrating a higher level of responsibility and, of course, economy," Nuhodžić announced.
He announced that during the year, he will also rationalize the payment of the MUP's budget money allocated for the work of officials in commissions and working bodies.
Insiders claim that the work in the commissions was also often abused, because a large number of officials were needlessly delegated to those bodies due to hiring fees.

The MUP, as planned, should receive 84,81 million euros from the budget this year, of which 59.301.357,02 euros will go to the Police Directorate.
The largest part of the budget of the MUP will be "eaten up" by the salaries of 4.063 officers of the Police Directorate, whose gross wages will go to 52,55 million euros.
They buy equipment for the police, but also the AFIS system
Minister Mevludin Nuhodžić said that this year, according to the public procurement plan for the MUP, 21.637165,30 euros will be spent.
"In this year, the most important thing for the Ministry is the acquisition of equipment related to raising the level of security and the fight against organized crime, and accordingly the most important are - the acquisition of the police AFIS system, which is very important for the work of the police, i.e. the Forensic Center, the acquisition of the most modern equipment for work criminal police, as well as equipment within the project of integrated border management", announced Nuhodžić.
Savings on fuel, per diems, travel...
During 2017, it is planned that the MUP and UP spend money more rationally for official trips, fuel consumption, and daily allowances.
"A more efficient organization of work within the institution, which is one of the main goals defined by the Public Administration Reform Strategy, that is, the Strategy for the Development of the Police Administration in the next four years and the accompanying Action Plan for its implementation.
With the planned savings, we will try to strengthen the security system with young personnel, especially in the Police Directorate, and we also expect to solve the problem of overloading of police officers in certain organizational units, but also to ensure regular payment of money based on overtime work", announced Nuhodžić.
