The owner of the construction company "Zetagradnja", Blagota Radović, said that he is ready to give the owners of the shacks that are part of the DUP "Blok 35-36" apartments for permanent use for free, if the capital city allows them to be built on urban plots ( UP) 1 and 12 increased the built-up coefficient.
The barracks, in which 30 to 40 families live, are located along the city's main 4th of July Boulevard on one side, from the direction of the airport to the city center, and Miloš Rašović Boulevard on the other side.
Resenting the fact that the Capital City and the planners of the plan did not think about those families during the drafting of the draft, Radović pointed out that he would legally have the possibility to request their eviction, because they had moved into the barracks without grounds.
"I proposed, if our proposal...which is completely acceptable, is adopted, that "Zetagradnja" takes it upon itself, as a socially responsible company, to give all those people free apartments in the future buildings. If you don't solve it now, you have barracks on enter the city, and you will also have requests for eviction, and all these social cases will come to your Municipality to demand their rights," Radović said today at the public debate on the DUP Draft "Block 35-36".
In order for future investors to have an interest in resolving the property rights of the mentioned tenants, Radović suggested that, as is the case with UP 11, it should also be possible to increase the built-up ratio of UP 1 and 12.
The owner of 34.000 square meters of land in the scope of DUP "Block 35-36" is AD "Novi Prvoborac", and the representative is "Zetagradnja".
Radović pointed out that, if this plan is not changed, the problem of shacks and wild settlements along the mentioned roads will remain unresolved for the next decades.
"Such an approach in order to form the appearance of the future main approach from the direction of the airport is... inadmissible, because parking for future residential blocks is foreseen on the mentioned urban plots. This means that these parking areas will never be built, because the housing issue needs to be resolved 30 up to 40 families," said Radović.
He suggested that future car showrooms, furniture, shops and the like should be planned on the urban plots 16, 17, 18, 19, 13 and 20, "as everywhere in the world, along the main and busy roads leading to the city center".
"We believe that the proposed buildings should have a maximum of 5+1 floors with one or two levels of underground garages, in order to compensate for the anticipated number of parking spaces..." said Radović.
He also requested that UP 20 be divided into two parcels and that UP 13, where the land is owned by the Capital City and other legal entities, be "placed according to the cadastre marks", so that "Zetagradnja" would not have property disputes with them later.
The representative of the "Winsoft" planning house, Srđan Pavićević, replied that he would consider the proposal in coordination with the client of the plan and the capital.
"Regarding the use of the surface and the built-up and occupancy index, we must be guided by a higher-order plan. We cannot refer to some buildings that were built years ago... We cannot refer to those indices, but must be guided by new indices." Pavicevic said.
He pointed out that the concept of the "Block 35-36" plan is largely based on the concept of the previous plan, and that they did not have any requirements for the covered space.
"For us, this meant that the users of the space agree with the planned solution," said Pavićević.
