"Mortgage in the total amount of EUR 77.87,51 in favor of the Municipality of Budva - decision on securing the tax claim of the Administration of Local Public Revenues of the Municipality of Budva on the part of joint use and co-ownership of "Rekreaturs" DOO Budva", was entered on November 8 as a burden in the cadastral records on the property Knežević's companies.

A day later, a new mortgage was registered in the cadastre.

It is the tenth mortgage registered in the past eight years on that attractive land complex, because Knežević's company has been on the black list of tax debtors for years and does not pay its tax obligations.

This only continues the long-term agony of the local administration, which practically has no possibility to collect a tax debt that exceeds half a million euros from the failed company, once one of the most powerful Montenegrin businessmen close to the DPS authorities, for which mortgages were written on an attractive piece of land on the foam of the sea.

At the beginning of August, the Administration of Local Public Revenues initiated the procedure for compulsory collection of the tax debt for the previous year against the company "Rekreaturs Budva".

"The procedure for compulsory collection of overdue obligations is initiated because the taxpayer 'Rekreaturs' doo Budva from Podgorica, the owner of real estate in the cadastral municipality of Sveti Stefan, has not paid real estate tax for 2022, which amounts to 145.111 euros," the decision reads.

It is clarified that the decision for the first installment of 72.430 euros has become enforceable, as well as part of the debt of 25722 euros in the name of interest for untimely settlement of obligations from earlier periods.

Knežević's companies are at the top of the tax debtors of the Municipality of Budva, and in April the municipal service registered two mortgages on the land on Kamenovo in the name of the tax debt from 2021 in the total amount of 145 thousand euros.

The land complex on which the Kosovo resort used to be located, as written in the cadastral records of the Real Estate Administration, is the property of the state of Montenegro, and the shared use is registered to "Rekreaturs DOO Budva", which is the owner of the largest part, while a smaller part is owned by "Kožar SOUR trgovina ” from Kosovo and Bank of Kosovo in bankruptcy.

The founder of the company "Rekreaturs Budva", as written in the Central Register, is Atlas banka with 99,7 percent of the capital, and the remaining part is managed by the company HTP "Atlas hotels group".

The land complex is being claimed by the Privatization Agency of Kosovo, which is trying to prove that the company "Rekreaturs" from Pristina is the real owner of 33 thousand square meters, and not the company of the same name, which is headquartered in Budva and is controlled by Knežević.

On the other hand, the locals have already proved in court that part of Kamenovo is their property that was stolen from them. Disputes were won before the court and parts of the complex will be returned to the natives after almost half a century.

Knežević's companies are at the top of the black list of tax debtors of the Municipality of Budva. As "Vijesti" previously announced, the local public revenue administration blocked several plots of land of almost 374 square meters above the Mogren beach due to a tax debt of 50 euros, registering a mortgage. The company "Attika Land" from Podgorica, backed by Knežević, is registered as the full or partial owner of the plots.

After starting the forced collection procedure and passing a decision, the Administration of Local Public Revenues registered a mortgage on an attractive land complex, in order to ensure for the umpteenth time that Knežević's company will pay taxes.

The Administration of Local Public Revenues of the Municipality of Budva blocked 500 properties, apartments, houses, hotels, land plots last year due to a debt of six million euros in real estate tax. Last year, that service issued a total of 502 decisions on securing tax claims - mortgages.

For natural persons, 243 decisions were made in the amount of EUR 998.350,5, while for legal entities, 259 decisions were made in the amount of EUR 5.164.548,42. The collection of real estate tax is one of the most significant inflows into the municipal coffers, and during the last year as much as 18,2 million euros were collected.
