Deputy Protector of Human Rights and Freedoms Snezana Mijušković gave a recommendation to the Municipality of Bar that, in accordance with the Law on Social Housing, it should work on providing housing for vulnerable categories of the population.

The case refers to the poor position of two Roma families, one of which does not have a regulated status in Montenegro, which is why they cannot exercise their rights from social and child protection.

Among the established facts is that children from one family usually go to school regularly, but after that they beg in order to survive, while children from another family generally do not go because they do not have school transport from where they live and they also beg.

The families were paid one-time financial aid on several occasions through the Center for Social Work, as well as through the Ministry of Labor and Social Welfare, due to their difficult material and health situation. One of them received a one-time payment from the Center in the maximum amount for the construction of a retaining wall because the flood destroyed their furniture and household goods.

The Municipality of Bar organized a joint meeting with the representatives of the NGO Roma youth organization "Come with us - Phiren Amenca", where conclusions were reached that the representatives of the Roma organization should make an extra effort to provide them with the lease of some temporary accommodation with some financial assistance from donors. and the Municipality and, if the first option fails, then in cooperation with the Ministry of Defense to provide them with containers for the needs of temporary accommodation, and for the Municipality to assign a location for temporary use, where the containers would be placed. However, the apartment owners reportedly refused to rent accommodation to families with such a large number of members.

"The Defender of Human Rights and Freedoms, after the investigation procedure and the obtained documentation, concluded that the Ju Centralar for Social Work Bar and the Municipality of Bar undertook measures and actions within their competences, but he appreciates that they did not produce results in the protection of children from families, which means that the rights of children repeatedly violated", according to Mijušković's conclusions.

The deputy protector also points to the fact that she is aware that apart from these families, there are other families in the territory of the municipality who are in the same or a similar situation.

She gave, among other things, a recommendation to the Ministry of Internal Affairs to take measures and actions related to the regulation of the status of one of the two families, and to the Municipality and the Center to take prescribed activities in order to prevent the occurrence of begging.
