Respected citizens of Montenegro and valued players, the latest amendment to the Law on Games of Chance in Montenegro imposes a ban on deposit payments for online betting via electronic methods.
We believe that this provision is unjustified and will cause long-term damage both to the industry itself and to society as a whole.
The key reasons that prove the harmfulness of this article are:
- This article is against the EU directive on the right of consumers to choose the most practical and cheapest payment methods;
- Contrary to the General Policy of the European Commission to achieve full digitization in Europe, including enabling alternative payment methods for consumers;
- Gaming companies in the EU can use all methods for electronic payments;
- The abolition of electronic payment methods brings negative investment and credit consequences for Montenegro;
- The law was adopted without a public hearing;
- Against negative economic consequences for the state and for the organizers;
- The article of the Law was passed under false pretenses that "children become addicted to games of chance if they pay at bank counters but remain healthy if they pay in betting shops";
- To preserve the positive reputation of Montenegro on the international scene;
- Such a regulation has never been passed in any country in the world;
Article 68f represents an almost complete ban on electronic payments, which directly affects the freedoms and rights of both the economy and the citizens of Montenegro. This move is not in line with global trends, as well as global regulations, where the use of electronic payments is encouraged for the sake of transparency and reducing the risk of abuse.
