He decided the goal from the penalty spot by Rahim Sterling in the 90th minute, after Ingason played with his hand in his own penalty area.
The home team had a chance to equalize in the third minute of stoppage time, when Serbian referee Srđan Jovanović awarded a penalty for Iceland as well, but Bjarnason shot over the crossbar.
Iceland had more players in the last 20 minutes or so, after Kyle Walker was sent off.
