The Football Association of Montenegro (FSCG) issued a statement today and confirmed the article by "Vijesti" that Budućnost and Petrovac did not receive a license to participate in European competitions in the first instance procedure.

FSCG said that Buducnost's request for a license was rejected because the Licensing Commission could not be sufficiently convinced of the fulfillment of the financial criteria based on the complete documentation submitted.

Petrovac was not granted a license due to failure to meet financial criteria.

Tivat's Arsenal and Bokelj SBBet remained without licenses, but their results put them far from the place in the table that would lead them to Europe.

"The Club Licensing Commission of the Football Association of Montenegro, at its meeting held on 28.04.2025, considered evidence of compliance with the criteria for clubs that applied for the licensing procedure for competitions organized by UEFA for the 2025/26 season. The Commission considered the submitted documentation and evidence for all five criteria: sporting, infrastructural, personnel-administrative, legal and financial, and based on expert reports for each of the criteria individually," the Federation said.

Nine clubs applied for a UEFA license: Budućnost, Dečić AdmiralBet, Sutjeska, Arsenal, Bokelj SBBet, Mornar, Petrovac, ŽFK Budućnost and ŽFK Breznica.

Dečić AdmiralBet, Sutjeska, Mornar, ŽFK Budućnost and ŽFK Breznica have received a license.

"After reviewing the documentation, and based on evidence of compliance with the criteria, the Commission unanimously decided to issue a license for competitions organized by UEFA for FK Dečić, FK Sutjeska, FK Mornar, ŽFK Budućnost and ŽFK Breznica. The request for a license for UEFA club competitions for the 2025/26 season was rejected in the first instance procedure for OFK Petrovac due to failure to meet the financial criteria, FK Arsenal and FK Bokelj due to failure to meet the financial and personnel-administrative criteria, while the request of FK Budućnost was rejected because the Commission could not be sufficiently convinced of the fulfillment of the financial criteria based on the complete documentation submitted," the Federation explained.

Clubs that have not met the prescribed conditions and whose applications have been rejected have the right to appeal the first-instance decision of the Commission.
